HI County LEPC Meeting Minutes <br />May 19, 2022, 10:00 am <br />Members Present: Gerald Kosaki, Chair; Jay Igawa, HFD Hazmat; Keoki Brown, HFD Fire, <br />Melanie Keolanui, HFD EMS; Chris Leonard, Media; Ha Chi, HMC; Talmadge Magno, CD; <br />Phil Carper, BEI; Thomas Gilmore, DOH HEER; David Cummings, Hamakua Energy; Reed <br />Mahuna, HPD; Curtis Hong, HELLO; Jason DeKemper, Pacific Biodiesel. Non-members: <br />Sharon Leonida, DOH; Chelsea Carroll, HPSA; Bill Hanson, CD; Teja, Island Energy. <br />L CALL TO ORDER - Meeting called to order at 10:09 am by Chair Gerald Kosaki. <br />Introduction of all attendees. <br />II. APPROVAL OF MINUTES — December 7, 2021 meeting, Chris Leonard moved to <br />approve and David Cummings seconded <br />III. COUNTY REPORTS <br />• Fire — Per Chief Brown, a radiological incident with negative findings, Jay stated that <br />they responded to a Fentanyl incident in Kona for support and incidents such as these <br />are increasing. Melanie stated that Co. 1 had one Fentanyl incident but HFD was <br />only used for EMS. <br />• Police — No report <br />Civil Defense — Bill stated that our Covid cases are on the rise again. He also stated <br />that they are working on an extreme tsunami plan for the big island. <br />• EMS — As mentioned above, they have been used for standby for HPD involving <br />incidents with Fentanyl <br />IV. INDUSTRY PARTNERS <br />• BEI — Phil reported that their previous LEPC representative, Zerlina Mayne, <br />separated from the company. They have a replacement who is currently in training <br />and will attend future meetings. <br />• Hawaii Pipeline Safety Administration — Chelsea Carroll reported that they are <br />revising the protocol for pipeline operators in the event of an emergency. In these <br />situations, 911 should be called immediately before any other action is taken. This is <br />already approved and will become mandatory by October 2022. <br />• HELCO - Curtis Hong spoke about the pipeline project in Keaukaha. They are <br />replacing the fuel oil pipeline for HELCO as well as the gasoline pipeline for the gas <br />companies in the area. Projected completion date is December 2022. <br />• Hamakua Energy — David reported that they have contracted Air Gas to replace their <br />Anhydrous Ammonia piping. Chair Gerald made a note to the HFD members in the <br />meeting. <br />• Media — Chris reported that they are working with FEMA and the City and County of <br />Honolulu to speed up the alert plan. They need to get this done soon so as not to lose <br />any federal funding allocated for this purpose. He also stated that they are still <br />constantly revising the state plan. <br />
