HI County LEPC Meeting Minutes <br />County of Hawaii Civil Defense <br />920 Ululani Street, Hilo, HI <br />May 23, 2019 10:00 am <br />Members Present: Gerald Kosaki, Chair; John Bowen, Hazmat Consultant;, Jordan Hara, PGV; <br />Eric Honda, DOH Hawaii District Health Office; Talmadge Magno, Civil Defense; Garrett Kim, <br />HFD Hazmat. Non -voting members: Sharon Leonida, DOH HEER <br />L Call to Order -Meeting called to order at 10:14 am by Chair Gerald Kosaki. No <br />quorum present. Moment of silence for fallen firefighter Captain David Mahon who was <br />killed in a motorcycle accident while travelling to work. <br />II. Minutes - Approval of the February 28, 2019 meeting minutes. Minutes was approved <br />as circulated. <br />III. County Reports <br />Civil Defense — Hurricane season el Nino conditions, drought in west Hawaii. This <br />may be the cause for an earlier season for storms. June 22, disaster preparedness fair <br />at WHCC. The LEPC will look at participating at this fair. <br />• Fire/Hazmat/EMS — Propane leak incident at shipman was discussed - Airgas <br />• Police — no report <br />IV. Industry Partners Report <br />V. DOH HEER — Sharon Leonida attended the NASTTPO conference and spoke about <br />HMEP requirements — She said that we will need to identify what our HMEP funds will <br />be used for. <br />VI. Training - Continuing Challenge — will table until quorum is present <br />VIL New Business <br />• Hazmat incident information — identified earlier <br />• Incident management in harbors without CIC — will be using the Marine Spill <br />Response Corp. for any major spills <br />• Lawsuits from BEI incident — depositions taken <br />VIII. Next meeting - Will try to hold an emergency meeting to conduct business for Cont. <br />Challenge and Disaster Preparedness Fair. <br />IX. Adjournment - Meeting adjourned at 11:31am. <br />
