HI County LEPC Meeting Minutes <br />Aunty Sally's (CD) and via Zoom <br />November 2, 2022, 9:00 am <br />Members Present: Gerald Kosaki, Chair; Darwin Okinaka, HFD Fire„ Duane Hosaka, CD; <br />Thomas Gilmore, DOH HEER; David Cummings, Hamakua Energy; Jordan Hara, PGV; Terri <br />Napeahi, KAN; Andrew Burian, HPD. Non-members: Sharon Leonida, DOH; Isaiah <br />Kela-Pacheco, DOH HEER; Orasa Fernandez, DOE; George Manuel, CD. <br />L CALL TO ORDER - Meeting called to order at 9:02 am by Chair Gerald Kosaki. <br />Introduction of all attendees. <br />II. APPROVAL OF MINUTES — August 24, 2022 meeting, Chief Okinaka moved to <br />approve and Tom Gilmore seconded <br />III. COUNTY REPORTS <br />Civil Defense — Duane mentioned that have been doing some community meetings <br />due to the elevated watch of the unrest of a possible eruption. Jordan asked if he <br />could give a status. Recent earthquakes was a concern that creates pockets under the <br />lava. Jordan inquired if there was an idea of where the eruption would be. Duane <br />said that it could be anywhere as Mauna Loa encompasses about 51 % of the island. <br />HFD Chief Okinaka stated that the hazmat team had responded to a few incidents. <br />One was at Kapiolani Elementary, an acid spill of 3 gallons that was mitigated with <br />soda ash in a storeroom. There were a couple minor CO2 alarm incidents with <br />negative findings. There was a fire at Pacific Diesel but hazmat did not reach the <br />scene. Chief Okinaka also reported that they are still working on the Canberra <br />purchase. <br />Police — Chief Burian reported that HPD also responded to the Pacific Biodiesel <br />incident. <br />IV. INDUSTRY PARTNERS <br />Hamakua Energy — David reported that they are in phase 1 of 3 of their project to <br />replace their Naptha fuel line. It should be done by the end of November to early <br />December. Advised Chief Okinaka that it would be good to inform the in -district <br />company and hazmat team of this project. <br />PGV — Jordan reported that they are doing 22 megawatts in operation now average <br />and KS-19 should be on line in November or December. They are starting KS-21 that <br />is an injection well in the next week or two. Jordan is trying to get some samples of <br />readings at the fissures and also inquired if anyone had been taking reading for S02 <br />or H2S at the fissures. Duane will contact USGS to see if they are doing any <br />monitoring. Gerald inquired if the DOH would have that information. Tom stated <br />that there is a website that does constant monitoring of the area. There were also <br />some discussion on possible contacts who may have this information. <br />KAN — Terri inquired about the county CERT training. She stated that the Keaukaha <br />community wanted this training, especially for the Kupuna. Although the training is <br />currently virtual, she stated that many of the Kupuna do not have computers so it <br />
