NEW BUSINESS
Agenda Item 1:
Standardize the purchase of the Fenix Brand Model TK16 V2.0 Tactical Flashlights and Alp-10 Tactical
Duty Holsters for the Hawai'i County Police Department.
Members of the committee reviewed the written request submitted from the Hawai'i County Police
Department (HPD).
Ms. Sako — Sgt. Ryan Pagan could not be here today; he's doing a joint training in Kona. The SC-1
request is self-explanatory. Right now, they are carrying the 2-foot-long Mag flashlights which weighs
about 30 oz. each. Sgt. Pagan just came back from training and the flashlight they are currently using is
in the Police Museum where he visited.
Ms. Sako — The flashlight HPD would like to standardize is a much smaller version, doesn't pull your
pants down, has the bezel in the front, and the lighting is much better. We have so many poorly lit areas
around the island. HPD provided a lot of good information; I know this is something near and dear to the
Police Chief's heart, he couldn't believe they still have the huge flashlights and would like to scale down.
The cost is approximately $ 100 each and the rechargeable batteries approximately $30 each. It's better
than what they have now.
Ms. Sako — Officers are going out to purchase their own flashlight, but HPD would like everyone to be
uniformed.
Ms. Sako provided a photo of the Fenix Brand Model TKI 6 V2, Oflashlights to the committee.
Ms. Sako — The Maglite is very dim, at 168 lumens. The Fenix has 3 100 lumens and HPD will be able to
perform their jobs safely and have adequate lighting. Sgt. Pagan is available for the committee to call if
we need to however, they did provide a lot of information on their SC-1 request.
Mr. Sewake — Was the Maglite standardized?
Ms. Sako - I cannot say for sure if it's on our Standardization list, but HPD did issue the Maglite and they
made it uniformed. It would be good to standardize the Fenix for better lighting, it's light weight and I
think having the bezel too will be important for the officers in case they need to use to a crack window of
a vehicle to get someone out, etc.
Ms. Yeckley — Do the officers already have an additional piece that breaks glass? Is this something that's
going to add to their equipment?
Ms. Sako — Other than their baton, which won't break anything, I don't think they have another
equipment to break glass so this would be an addition to their gear.
