I’d like to bring up <br />Mr. Kennedy and I think he can give us some background on this. Thank you. <br />SALAVEA:Thank you. <br />WATANABE:Mr. Kennedy, may I swear you in? Do you swear or affirm to tell <br />the truth now before the Hawai`i County Planning Commission? <br />KENNEDY:Yes, I do. <br />WATANABE:And would you state your name and address for the record, please? <br />KENNEDY:Joseph Kennedy, 59-624 Pupukea Road, Haleiwa, Hawai`i. <br />WATANABE:I believe the question was from Mr. Salavea. <br />SALAVEA:If you could summarize the recovery, the preservation process for <br />us? <br />KENNEDY:I think I can keep it simple and put it in plain English. <br />SALAVEA:Thank you. <br />KENNEDY:An Archaeological Inventory Survey was conducted, not by myself <br />but another qualified firm some years ago. The inventory phase is essentially a discovery <br />phase where an archaeologist systematically goes through a property, identifies all the <br />historic properties. That happened I believe in the ‘90s. Then when I came on board <br />there was an issue of data recovery, which is another step in the archaeological process <br />whereby additional information is taken from the sites; and it is a process that lends some <br />sort of justification to the trade-off between modern needs and the respected past. <br />In addition, in this particular property, there is a, by comparison I would say, a very <br />generous preservation zone that fronts Ali`i Drive. The entire length of the property <br />saved for a, I think it’s a 20- or -. <br />LAU:Forty-foot road. <br />KENNEDY:Forty-foot access road so they can go in and out. But all fronting <br />Ali`i Drive and what, in my opinion, would be the defining agent of this development <br />will be a variety of sites from a variety of time periods in Hawaiian history.
