site preservation plan has been approved by the DLNR-HPD.” So it makes it clear that, <br />you know, as a condition that you will not have any land disturbance activity on the <br />property, you know, short of hand clearing, for example, until those critical elements <br />have been approved by the respective agencies or entities. <br />So aside from that, you know, Mr. Dickler and I are prepared to answer any questions the <br />Commissioners may have. <br />WATANABE: Thank you. Mr. Salavea? <br />SALAVEA: Thank you, Mr. Chair. Thank you, Mr. Fuke, for your thorough <br />presentation. I’m not sure if you’re able to answer this but can you give us some <br />background. I understood what you were just saying is basically it took this long to get <br />all of the preparation to do the architectural work and figure out what is going to be on <br />the ground; and at this point Mr. Dickler is now ready to proceed and is coming in front <br />of the Commission for the SMA; and that’s the reason for the length of, it looks like <br />inactivity. But can you help me with that? <br />FUKE:Sure. Again, bearing in mind that, you know, Mr. Dickler’s group <br />acquired the property in October of 2004, what happened before then, you know, it’s <br />really like we have no specific answer for that. It could have been just market conditions, <br />or personal conditions between the, you know, the two former owners of the property. <br />But what I was just trying to share with the Commission was that, you know, since <br />October 2004, it takes almost like about a year, maybe a year-and-a-half just to develop <br />all of the basic information that one needs to have on the property like this to even come <br />to the level like where we are right now. And even where we are right now, this is <br />certainly a far cry from, you know, if the Commission approves it, a far cry from <br />ultimately what will happen on the ground. There is going to have to be modifications to <br />the design that you see there. <br />SALAVEA:Thank you. <br />WATANABE:Mr. Graham? <br />GRAHAM:I just wanted to comment on lack of preparation on my part and <br />maybe for other Commissioners. All this material, which is rather substantial, got mailed <br />out from the Planning Department on Tuesday, so I got it Wednesday afternoon; and so <br />the only a day between Wednesday afternoon and now is yesterday. And, you know, I <br />really need to go through the archaeological report closely and the marine resources <br />impacts, so I just wanted to tell you ahead of time, you know, I can’t vote on this thing <br />today because it’s a substantial enough project I don’t want to try to move forward <br />without really understanding everything myself. So, hopefully, from my perspective we <br />can bring up the issues of the places where we might really have to, you know, resolve <br />something where it might be an issue so that I got all that fresh in my mind, you guys <br />have it fresh in your mind, and then we can finish it at the next hearing.
