The applicant is mandated to employ the expertise of a different <br /> professional land use or development planner to avoid even the <br /> appearance of a conflict of interest throughout the entirety of the <br /> project, until all planned structures and changes have been finalized <br /> and all conditions met; and to increase the public trust in such a <br /> sensitive yet discretionary role by the planner. <br /> 1 B.
