Accordingly, the requested use would further the agricultural <br /> objectives of both the General Plan and Kona CDP. As such, no <br /> action or amendment to either document would be needed to <br /> effectuate this project. <br /> D. County Zoning <br /> The County zoning designation of the site is Agriculture (A-1a). The <br /> minimum lot size for this zoning district is one (1) acre. The subject <br /> property consists of 1.001 acres and is thus considered a conforming <br /> lot of record. Please note that while the various Agriculture zones for <br /> lots less than 5 acres are still designated Agriculture, the Zoning Code <br /> has now changed that to Family-Agriculture. Aside from the <br /> nomenclature change, the basic uses and other requirements of the <br /> Agriculture zone generally remain the same. <br /> Whether FA-la or A-1a zone, the Applicant's existing dwelling is a <br /> permitted dwelling. What is being requested will not require any <br /> improvements to the property but only a change of its use to a B&B. <br /> While allowed in the Agriculture zone of the Zoning Code, it is not <br /> allowed in the State Land Use Agricultural District. As such, a Special <br /> Permit is being required, which, if approved would make the B&B use <br /> possible. <br /> Should the request be approved, subsequent "ministerial" or <br /> administrative type of permits such as Plan Approval, if needed, will <br /> be complied with. <br /> E. Special Management Area <br /> The subject site falls outside the Special Management Area. As such, <br /> no SMA permit is required. A discussion of the project's relationship <br /> to the Coastal Zone Management policies, however, is found in <br /> Chapter VIII of this report. <br /> F. Other Permitting Considerations <br /> As noted earlier, Plan Approval and other ministerial permits to comply <br /> with any conditions of the Special Use Permit may still be needed. <br /> 7 <br />
