subject site is located on the north side of the easement, <br /> approximately 700 feet from the entrance to the subdivision. <br /> While there is very little school traffic in this area, if necessary, to <br /> minimize conflicts with school and commuter traffic, the Applicant will <br /> have check ins and check outs after the AM/PM peak hours. <br /> Furthermore, the number of guests is limited by the number of <br /> bedrooms (3). That should be comparable to families living in this <br /> area. As such, the project is not anticipated to generate any <br /> significantly adverse traffic impacts on the local roadway system. <br /> E. Other Utilities <br /> Electrical and telephone services are already available to the site. <br /> VI. ENVIRONMENTAL CONSIDERATIONS <br /> A. General Description <br /> The parcel fronts the private portion of Nani Kailua Road, <br /> approximately 700 feet from Hienaloli Road. The subject site is an <br /> improved residential lot with extensive ornamental plants. There are <br /> considerable ornamental plants and some fruit trees on the subject <br /> site. As part of her landscaping efforts, the Applicant intends to <br /> introduce more plants and fruit trees that would enhance the stay of <br /> her guests. <br /> The site is situated at approximately the 850-foot elevation level. The <br /> mean annual rainfall in this area ranges between 30 to 70 inches. The <br /> wetter months tend to occur between June through September. The <br /> mean annual temperature is about seventy-five (75) degrees <br /> Fahrenheit, with the warmer months during the summer. Because the <br /> site is situated on the leeward side of the island, winds tend to be light <br /> and variable. Slight easterly winds occur during the day, while <br /> westerly or mountain winds are prevalent during the evenings. <br /> B. Soils <br /> The topography of the site is fairly level, although it slopes slightly in a <br /> mauka (east) to makai(west) direction. The slope is less than five (5) <br /> percent. <br /> 9 <br />
