There are also fruit bearing trees like mango, papaya, avocado, <br /> lemon, lime, star fruit, and orange. The Applicant intends to use the <br /> fruits for her guests. <br /> It should be noted that at least one of the floral resources - Marquesas <br /> Palm (Pelagodoza Henryana), is a rare species found mostly in the <br /> Marquesas Islands of French Polynesia_ While rare, that and the <br /> other plants are not on any US or Hawaii existing or proposed <br /> endangered or protected list. Thus, floral impacts should be minimal. <br /> The site is not known to be a habitat for any rare or endangered <br /> animal life. Given its elevation, however, it would be possible to find <br /> the Hawaiian Hawk (i'o) and the Hawaiian Owl (Pueo). Further the <br /> rural nature of the surrounding areas would make it less likely to find <br /> endangered animal life in this area. <br /> Thus, it would appear that this B&B use would not have any significant <br /> negative impact, if at all, on the floral and fauna resources in the area. <br /> D. Archaeological Resources <br /> As the site has been fully improved, no commissioned archaeological <br /> inventory survey was conducted. It is very unlikely that, given the built <br /> up nature of the site, there are any archaeological or cultural <br /> resources on the subject site. <br /> Please note that in the event any inadvertent discoveries are made <br /> during any future land disturbance activity relating to the use of the <br /> property, work will cease, and the Applicant will immediately notify the <br /> Planning Department and the State DLNR and secure their clearances <br /> before proceeding further- <br /> E. Valued Cultural Resources <br /> The recent Hawaii State Supreme Court's "PASH" and "Ka Pa'akai O <br /> Ka'Aina"decisions require decision-makers to consider a project's <br /> impact to native Hawaiian gathering and fishing rights. Specifically, <br /> there must be a discussion of the cultural, historical, and natural <br /> resources and associated traditional and customary practices of this <br /> site and the impact of this project to these resources and practices. <br /> In this situation, the subject site is not adjacent and/or proximate to the <br /> shoreline. As such, gathering of marine life and coastal access is not <br /> an issue. <br /> 11 <br />
