PALMA-GLENNIE: Aloha. My name is Janice Palma-Glennie and I reside here in Kona. And <br />IÓm sorry I have written testimony and I donÓt know how to make it three minutes at the moment. <br />Anyway, IÓll do my best. It remains unclear to me as to whether a project like Palamanui, which <br />was approved before the Kona CDP took effect, has legal requirements that amendments made <br />after the CDP became law, on whether they must follow those guid <br />involved in the CDP process since its inception, and feel that the answer to this question is <br />paramount to Commissioners, the public and developers in understanding how to proceed when <br />the situation arises. <br /> <br />Specifically, my concern is that CDP concurrency requirements be strictly adhered to. I donÓt <br />believe the concession should be made in creating viable sustainable communities dependent <br />upon a landownerÓs or developerÓs shifting financial situations. The excuses that the things are <br />so good economically that thereÓs not enough time to follow requirements or things are so bad <br />that thereÓs not enough money are exactly those that have left Kona so bereft of infrastructure <br />and public facilities. <br />Widening easements is not a replacement for providing adequate n <br />from a project and in the region which must support the project. Additionally, facilities like <br />parks, Section S, that are integral to creating a balanced project and community once delayed <br />often never come to fruition, which has been the case of the YMCA which was promised to <br />support the Kona communityÓs recreational needs as well as hugely expanded residential <br />development. The subdivisions, AliÒi Heights and Keauhou View Subdivision have now long <br />existed -. Excuse me, I can wait until you -. IÓm sorry but IÓm taking work off and IÓve spent a lot <br />of time thinking about this. This subdivision has now long existed with no YMCA in sight. <br />Fears that outsiders to the Palamanui development will use the p <br />disregard for the needs of the wider community and the park which all stakeholders must share in <br />their commitments to the communityÓs well being. <br /> <br />Removal of Section N is also disturbing, especially when so many other concessions are being <br />asked for by this developer. Mixed-use language and its existence are by, are key to adherence <br />to CDP guidelines. <br /> <br />Last, itÓs more than unnerving to see a developer put units of their project up for sale before <br />proper permitting is in place. Makalei and University Heights immediately come to mind. And <br />certainly HkliÒa is an example which this community recognizes as an economic and political <br />fiasco largely related to jumping the permitting gun. <br /> <br />I hope that this committee will respond to its mandate to change <br />business that serves the future needs of the community.
