2. Reasons for Request: If the requested land use entitlement changes are approved, the <br /> applicant is proposing to subdivide the property into four(4) lots, consisting of 5.027 acres, <br /> and 5.00 acres in size in order to continue and expand the grazing, orchard and crop activities <br /> by subdividing the property to allow for more intense farming by the individual family <br /> members. <br /> 3. Project Timetable and Cost: According to the applicant, a subdivision application would be <br /> filed within a year from the granting of the Change of Zone. The applicant anticipates having <br /> the property subdivided within 3 years and anticipated cost to be somewhere around <br /> $200,000. <br /> 4. Supportive Information: The applicant has submitted the attached in support of the <br /> request. (Planning Department Exhibit 2—Change of Zone Application and Special <br /> Management Area Use Permit Request dated February 2023) <br /> 5. Landowner: Dennis W. Schmitz. <br /> STATE AND COUNTY PLANS <br /> 6. State Land Use District: Agricultural and Conservation. See Figure 3 of the Application <br /> showing Boundary Interpretation No. 2022-02, which indicates the Conservation District <br /> boundary is generally located makai of the top of pali. <br /> 7. County Zoning: The subject parcel is zoned Agricultural-20 acre (A-20a). <br /> 8. General Plan LUPAG Designation: In a letter dated February 9, 2023, the Planning <br /> Director(Exhibit E of Application) determined that the General Plan designation for this <br /> property is Urban Expansion LUPAG designation, which allows a, "mix of high density, <br /> medium density, low density, industrial, industrial-commercial, and/or open designations in <br /> areas where new settlements may be desirable, but where the specific settlement pattern and <br /> mix of uses have not yet been determined. " This letter acknowledged that the Hamakua <br /> Community Development Plan designates the property as Important Agricultural Land and <br /> that future revisions to the General Plan will take the CDP designation into consideration. <br /> 9. Hamakua Community Development Plan (CDP): The Hamakua CDP adopted by the <br /> Hawaii County Council Ordinance No. 18 78, on August 22, 2018, designates the subject <br /> property as Important Agricultural Lands. <br /> 10. Special Management Area: The entire project parcel is located along the shoreline and <br /> within the Special Management Area(SMA)which is a part of the Coastal Zone <br /> -2- <br />
