Program, an 1884 Registered Map of the area shows a"Canoe Landing"near the western <br /> border of the subject property. DOFAW recommended that access to the shoreline fishing <br /> resources and watercraft launching should be upheld by requiring a public pedestrian access <br /> easement and the County and the applicant should work with the Na Ala Hele Trail Program <br /> to locate appropriate access to the shoreline. <br /> PUBLIC UTILITIES AND SERVICES <br /> 22. Vehicular Access: The subject property is currently accessed via a series of 40-foot-wide <br /> access and utility easements between Old Mamalahoa Highway and the subject property. Old <br /> Mamalahoa Highway, which is a County owned and maintained roadway having an <br /> approximate varying pavement width of 20 feet within an existing 50-foot right-of-way, will <br /> provide primary access to the project site through `O`6kala village. From Old Mamalahoa <br /> Highway, secondary access to the subject property will be provided by a series of 50-foot <br /> wide private agricultural-standard roadways which were previously used as cane haul roads. <br /> These former cane haul roads have pavement widths of at least 20 feet, with portions covered <br /> by overgrown vegetation, which will be removed to ensure that a minimum agricultural <br /> standard pavement width and shoulders are provided. The Applicant is working with the <br /> adjoining landowner to secure the necessary access and utility easements through the mauka <br /> lands and to coordinate its construction to County-dedicable standards. <br /> 23. Water: According to the Department of Water Supply (DWS), water can be made available <br /> from an existing 6-inch waterline along Old Mamalahoa Highway. The applicant has secured <br /> a water commitment for three additional water units which are valid until May 31, 2026 to <br /> support the propped subdivision. Additionally, DWS states that the applicant will need to <br /> construct water system improvements, which shall include, but not be limited to: water main <br /> installation; service laterals that will accomodate a 5/8-inch meter to front each lot; and the <br /> relocation and adjustment of the DWS affected water system facilities (should they be <br /> necessary). The applicant will also be required to remit the prevailing facilities charge upon <br /> completion of the required water system improvements and prior to final subdivision <br /> approval being granted. <br /> 24. Wastewater: There is no County sewer in the area. New dwellings and agricultural <br /> structures will have a septic system installed in accordance with the requirements of the State <br /> Department of Health. <br /> -5- <br />
