GALDONES:Any comments? <br />MOOERS:The Applicant is somewhat concerned about the revision that was <br />made. The implication seems to be made here that Kohanaiki Road is going to be <br />improved to a greater extent and be used as part of the regional roadway network. The <br />ApplicantÓs concern and, frankly, I probably received between 15 and 20 calls from the <br />community, they were unanimous in their opinion that they did not want to see a <br />connection to Kohanaiki Road. <br />I guess my concern would be is if you look at the Background Report or my application, <br />at the area maps, specifically the tax map that appears, youÓll notice that, this would be <br />Exhibit C, location and vicinity maps. YouÓll notice the second <br />the Kohanaiki Road is depicted on the bottom at that property. YouÓll notice <br />immediately to the south of the subject property, there are a great many lots. And the <br />existence of those lots, as far as IÓm concerned, would preclude the ability of the County <br />to widen that road beyond its present situation. And, so, I guess that would be my <br />concern is that the condition seems to imply that thatÓs going to be a roadway thatÓs going <br />to be used as a part of the regional roadway network. The Applicant does not, never <br />intended for that to be the case and is not aware that that would be possible. I think that <br />thereÓd be members of the public here today that will probably want to testify on their <br />beliefs as far as how that road ought to be, you know, developed <br />If the Commission decides that they want us to provide a road widening setback, we can <br />certainly do that. But I just want to make sure that everyone in the public knows that that <br />was not our intention, because IÓve made that clear to the people that have spoken to me <br />that it was not our intention to use Kohanaiki Road as part of the access to and from this <br />project. <br />GALDONES:Jeff, the concern that or the objection that was raised by <br />Mr. Mooers, is there someone that will be able to address why it was amended to that -? <br />DARROW:Sure. Mr. Chairman, looking at the site map, correction, <br />location map, in the current General Plan, we do have Kohaniki Road identified as a <br />connector road, IÓm sorry, a collector road. In the amended General Plan, proposed <br />amendment, this is not the case. In the matter of the future road widening setback, weÓre <br />not looking at it from a regional network standpoint, weÓre looking at it from a local <br />network. The reason for the 20-foot wide future widening setback is to allow for slope <br />easement and also for realignment of this road, in the possibility that we can provide <br />connectivity in the area to other roads that are in this area. We want to be able to look at <br />the area and provide relief in regards to these lots that are here, for mauka-makai relief as <br />far as connectivity, as well as north-south relief. So we are not looking -. Because of the <br />fact that there is a 20-foot wide setback, itÓs not, you know, itÓs not there to become a <br />collector road and to be a 65-foot or 60-foot wide road but just to allow for the issues that <br />weÓre going to have when we have to deal with realignment of the road as well as slope <br />easements. <br />3 <br /> <br />
