of having to go all the way out to Kona Heavens, go up to Hinalani and then out to <br />Mamalahoa, thereÓs an area that they can be able to access Mamalahoa Highway and <br />bring relief in that area. <br />GRAHAM:ThatÓs what I understand, which is no implication that this <br />particular project needs to make any use of that road at all. Correct? <br />DARROW:Yeah. If you look at the Condition G, the first, prior to the <br />revision, we had placed that the roads would be built to, constructed to County-dedicable <br />standards and that they would be dedicated to the County. So, from that point, we were <br />looking at the roads not to be private but to be open. <br />GALDONES:Commissioner Graham? <br />GRAHAM:Yeah, I understand. But I havenÓt looked at Condition G carefully <br />before, which suggest that they should have their mauka-makai road connect to <br />Kohanaiki Road. So, I guess, thatÓs the issue. <br />GALDONES:Thank you. <br />YUEN:I have a question. <br />GALDONES:Mr. Yuen? <br />YUEN:We had the Kabumoto rezoning a month ago and there was a <br />possibility you mentioned of getting that connected to this subdivision road so that they <br />could use a better intersection. Looking at this application, though, thereÓs one piece of <br />property in between theirs. WhatÓs that status of, between theirs and the subdivision, <br />whatÓs the status of that? <br />MOOERS:We believe weÓve identified the property owner and weÓve made <br />numerous attempts to contact that property owner; and weÓve been unsuccessful. In fact, <br />IÓve recently asked Councilman Tyler if he would try to make contact. IÓm fearful that <br />the property owner whoÓs residing, at this point, I think, in Germany, if he gets repeated <br />calls from a consultant or other private property owners, he might question our motives. <br />I felt that it would be better if somebody from the County representing, in effect, the <br />communityÓs interest would contact them and explain what weÓre trying to do. But we <br />are still making that attempt to try to contact this landowner to see if we could, in fact, <br />have a roadway connected. If youÓll look at the site plan, we have included a road to the <br />south, the upper reaches of the project, that was intended to pass through that property <br />over to Church of God Road. If that were done, then we would have the ability or the <br />County would have the ability to close that intersection and have the traffic ingress and <br />egress onto Mamahaloa Highway from this intersection; and that is our intent. <br />YUEN:Okay.
