Now, again, if you drive this road, that is just insane. You canÓt even make a left-hand <br />turn off Hinalani now with the existing traffic. If the CC&RÓs say, like Makalei Estates, <br />that you canÓt do an ohana or a farm dwelling, what the standard procedure here is in <br />affluent houses, the houses are raised up, the renter goes below the house; and on the <br />plans, it always says rec room or whatever, rec room with a wet bar. You go by there, six <br />months later and stuff, and it is a mother-in-law unit or rental with a kitchen and a <br />bathroom. <br />So now this is kind of Mickey Mouse, I give you that; but you see the kind of numbers <br />that weÓre talking about. And to be fair with the community who have to drive these <br />roads every day, and IÓm talking about working people that have to be at work on time, it <br />is an incredible imposition to do that to the community. <br />So we know that development is not going to stop, weÓre not trying to stop this <br />development. WeÓre trying to get a win-win situation for everybody thatÓs not just on <br />Kohanaiki Road but the community at-large. And it would seem to me that if they stayed <br />with their present zoning of Ag-3, that would help alleviate the traffic. WeÓre still going <br />to get a 100 cars no matter what, which is incredible, but that wouldnÓt be as bad as this <br />many. It would keep the land in ag land which is what the farme <br />would also be, in my opinion, a step in the right direction for the Planning Commission, <br />too, for future development. WeÓre not going to get the infrastructure. We keep talking <br />about infrastructure. It hasnÓt happened for 30 years and itÓs not going to happen if the <br />StateÓs bankrupt. We donÓt have the money for these roads. So <br />compromise between development and the existing community; and I <br />traffic alone should weigh heavily in your decision whether to permit this place to be <br />rezoned or not. And thatÓs it. <br />GALDONES:Thank you, Mr. Martin. Commissioners, any question of <br />Mr. Martin? Commissioner Graham? <br />GRAHAM:I might just pass a question relating to what he said to Jeff. I <br />noticed on the Background Report, the County Department of Public Works just refers to <br />the State Department of Transportation as being responsible for Mamalahoa Highway; <br />and we didnÓt get any response from the State Department of Transportation. So we <br />donÓt have anything direct to deal with his concern about that traffic, yes? <br />DARROW:ThatÓs correct, Commissioner. We had, we had formally <br />requested, you know, comments for this project; and they said that it was on the way. So, <br />hopefully, weÓll be getting it soon. <br />MARTIN:Before this project is approved or not approved, who, again, IÓm <br />just educating me, who is responsible for something like the traffic flow and the signal? <br />Are these, is this information, do you folks get that information before you make a <br />decision? Or, again, from a citizenÓs standpoint, it really doesnÓt matter who does the <br />infrastructure, whether itÓs the developer, the County or if itÓs partnership between the <br />9 <br /> <br />
