If the General Plan, but then a <br />property owner still needs to go through a change of zone if they wanted to do a <br />commercial building or a multi-family building, apartment building. So the General Plan <br />made it possible to apply for the change of zone. The change of zone would be consistent <br />with the New General Plan. It would not have been consistent with the Old General Plan. <br />HERRINGTON:I see. I guess back to what you had mentioned, too -. It just is my <br />experience of living here all these years that Manono Street is really very busy and there <br />are lots of businesses on it. The concern that I have, really, <br />and the more I think about it the more focus I become on the housing issue that we have <br />and providing adequate affordable housing within a reasonable distance from where <br />people work. Mr. Delozier has testified that all of his, all of his employees come from <br />Puna, right? That is why we have traffic problems. Thats why Oahu has traffic <br />problems. Thats why Maui has traffic problems. People live too far from where they <br />work. Okay? So when I talked earlier about the community development plan in general <br />and in particular for the Houselots area, my vision is that when this gets done -. And I <br />hope the Council allocates two, three million dollars right away to get the process going <br />so it doesnt take a long time, like Mrs. Hirayama indicated, you know, and it has.
