Our law is basically, its easiest for developers to go get a <br />subdivision, single-familydetached dwellings, right, and sell them for today $300,000, <br />$400,000, $500,000 a pop, right? Thats the easiest thing to do; and thats why we have <br />our problems. Okay? Thats my view; and thats why I say we should do it in the <br />community development process and Mr. Delozier, you know, should go through that, <br />help us expedite that process, talk to Councilman Higa and the rest of the Council to <br />allocate the money to get the job done in a better way. <br />GALDONES:Ms. Herrington, before you answer the questions -. <br />HERRINGTON:I know you have time constraints, yes. <br />GALDONES:No, Id like to remind the Commissioners were here to take <br />testimony from the public and we are not here to debate our position with them. So if we <br />haveanyquestionsinrelationtotheirtestimonythattheyhavepresented,pleasedirect <br />your questions to their testimony; but lets not get into the debate with them. I would <br />appreciate that. Commissioner Siracusa? <br />SIRACUSA:Yes. I just wanted to remind Commissioner Iwashita, although I <br />agree about community development plans, but Mr. Delozier has a timeline, he has to get <br />out of where he is, and he doesnt have time to wait for the County Council to take it up <br />and raise a bond issue and all of that stuff. So we cant wait for the community <br />development plan based on Mr. Deloziers situation. It would be pertinent in future <br />situations that come up, but I think we have to deal with this one based on what we have <br />in front of us today. <br />GALDONES:Commissioner Graham. <br />GRAHAM:I have a quick question for the Planning Director in regard to his <br />response before to this testifier when you were explaining the relationship with the <br />General Plan to the zoning and that the zoning needs to be changed in this situation, but <br />because of the New General Plan, it would conform to the General Plan to change the <br />zoning. Ive been on the Commission for a bit more than two years now and weve had a <br />number of rezonings, as I recall, in this general area, of course, many of which would <br />have been before the New General Plan. So I should know the answer to the question. <br />But the question is were we approving these rezonings that weve been approving when <br />they were not in conformance with the General Plan? <br />YUEN:No. The rezonings that you had before were on areas that were <br />typically designated industrial already on the General Plan. The rezonings that I <br />remember being processed through in the last couple of years, actually in the last four <br />years before this, were along Kawili Street, which is already an industrial area in the <br />General Plan. They were for properties fronting Kawili Street. We also did a property, I <br />believe, Kalanikoa Street over off the left-hand side of the map near Piilani Street where <br />it was also industrial. So this is the first one that has come up in a block that was still <br />Low Density Urban in the General Plan until it was changed in February 2005. The <br />20EXHIBIT A <br /> <br />
