Believe you me, this is the sole purpose of half of these things that are going on. <br />Its a residential land busting and its facilitating some peoples pocketbooks because the <br />sales are skyrocketing in the area. Okay? <br />The increased traffic from Kawili onto Manono Street, that is a result of other former <br />political bugaboos, will present major traffic concerns when they start considering where <br />theyre going to channel the traffic when they make the hookup between the Komohana <br />coming down by the University. Are they going to come on Manono Street or theyre <br />going to fill traffic to Kilauea and Lanikaula, no not Lanikala, well, the two streets that <br />go across Hilo. If they decide to come down Kawili, ah hah, its going to be <br />a major, major thing. And for any one to live on Manono Street where I live, say that <br />they can have no trouble getting in and out of their property in the morning is crazy. <br />Heres my secret to get out of your property, you know, in answer -. You know, you live <br />inyourhousefor72yearsandallofasuddenonedayyouhavetobackout,thereare <br />cars, when the cars are coming over the hill and you force them to stop, theyre not <br />stopping because they want to, you have to back out and force them to stop so that you <br />can get out of your driveway. Thats how I have to get out of my driveway because of <br />the traffic. Any increase now is already, I dont know if Id ever feel it, but what am I <br />going to do now? I have to throw a bomb in the road pretty soon to stop the traffic so I <br />can get out. So traffic concerns are real, theyre not imaginary. Theyre real. From <br />where I live, at least, up to the corner where they live is big time because of the traffic. <br />Historically, the trade winds which blew gently through my home is now filled with dust <br />from the roadway fronting my home. You cant do nothing about this. But living, you <br />know about the traffic problem. This project will increase traffic and subsequently <br />increase the dust problem, not to mention the noise pollution. Funny? Yeah, not so <br />funny when you live under those conditions and the conditions are going to get worst. <br />The Directors widening of the road will impact my property if they intend to widen as a <br />condition of this granting of the zoning change. This will bring increased traffic closer to <br />my front door. Because theyre going to come down and theyre going to want to widen <br />the street right up to my property and take some of my property away. So instead of <br />being far back away from all this dust, Im going to be that much, another 9-10 feet <br />closer to the highway. <br />The dust pollution passing through my home, not to mention the already increasing noise <br />from large trucks, with unlawful black, black mufflers, on cars, motorcycles, as well as <br />large groups or organized vehicles which have been terrorizing Hilo as of late between 12 <br />and the morning time, all over Hilo full blast, any street, 4 oclock in the morning, <br />3 oclock in the morning -. You call the police and theyll tell you, well, theyre entitled <br />to be on the roads, too. Is police protection, police and more police the answer? I dont <br />know. Is a zoning change necessary to eliminate some of these traffic problems? It is. <br />But if it is going to increase the traffic it becomes a major issue for the people who live <br />there. While Im only one voice, I was there when there were 200 voices I was speaking <br />for. And we succeeded in changing the General Plan, of all things. The hardest thing to <br />do in this County is change the General Plan; and we got it changed.
