WATANABE: You are implying that maybe the County has some vehicle in place to gain <br />the ability to maintain the road? <br />IWASHITA: I guess, it’s not clear to me how this, you know, after the project is <br />completed and after the use as a construction road is done, if the intent is to use it for emergency <br />purposes to get out of the property or whatever you said, how is that going to be done? <br />LIM: We are not intending that that would be a County road or a Civil Defense <br />maintained road or anything like that. This is a private road that we utilize. It’ll be open to the <br />general public, but it’s not going to be a County or Civil Defense road. If you are familiar with <br />that area, it’s pretty dry and there’s already an existing access road from the project area going <br />towards the Mauna Kea Beach Resort, and it comes out and hits the Highway, runs parallel to the <br />Highway, comes out and hits the Highway near the Puako entry. We’re going to be heading up <br />towards the Highway and connecting further closer to the fire station there to shorten the <br />distance. And once we create the bulldozed and, you know, graded-out and graveled road, we <br />don’t anticipate there’s going to be much maintenance required. Right now, the current road <br />although hits the Highway all the way at the north end, it’s kind of bumpy and hilly that most <br />cars probably can’t go on right now. So we’re trying to just provide another exit route for <br />emergency purposes. I know that the Puako Community Association is currently processing its <br />draft environmental, I think it’s a final environmental assessment, to allow that they cross the <br />State parcel coming out from Puako Drive in a southerly direction to access the Mauna Lani <br />Resort roads near the Fairmont Orchid, and they’ve pretty much got that done almost. <br />IWASHITA: So in addition to the language you’ve proposed, is there some written <br />understanding amongst the owner of the land, Puako Community Association and Mauna Lani <br />for this emergency use. <br />LIM: That’s correct. We’ve been in discussions already, and in fact there’s <br />already alternate alignments for where we take that road up to the Highway. <br />IWASHITA: So there will be something in writing between all the parties involved. <br />LIM: That’s correct. <br />IWASHITA: Okay, that’s fine. Thank you. <br />WATANABE: Okay. Do we have any further questions? Okay. Then you may be <br />seated. We have three individuals who have signed up to testify on this matter. So may I call <br />Lynn Higashi, George Robertson and Margaret Wille up, so that they may testify. Okay, I’d like <br />to swear you all in at the same time, please.
