"X", which covers approximately 5% of the subject parcel, is an area determined to be <br /> outside the 500-year floodplain. Zone "XS", which covers approximately 5% of the <br /> subject parcel, is an area of moderate flood hazard corresponding to areas of the 500-year <br /> floodplain, areas of one-hundred-year flooding where average depths are less than one <br /> foot, areas of one-hundred-year flooding where the contributing drainage area is less than <br /> one square mile, and areas protected from the one-hundred-year flood by levees. Zone <br /> "AO", which covers approximately 60% of the subject parcel, is the Special Flood <br /> Hazard Area that corresponds to the areas of one-hundred-year shallow flooding (usually <br /> sheet flow on sloping terrain)where average depths are between one and three feet. <br /> Average whole-foot depths derived from the detailed hydraulic analyses have been <br /> determined within this zone. Zone "AE", which covers approximately 25% of the subject <br /> parcel, is the Special Flood Hazard Area that corresponds to the 100-year floodplains that <br /> are determined in the Flood Insurance Study by detailed methods. Base Flood Elevations <br /> (computed flood elevation from mean sea level) derived from the detailed hydraulic <br /> analyses have been determined at selected intervals within this zone. Zone "AEF", which <br /> covers approximately 5% of the subject parcel, is the floodway areas in Zone "AE". The <br /> floodway is the channel of stream plus any adjacent floodplain areas that must be kept <br /> free of encroachment so that the 100-year floodplains can be carried without increasing <br /> the Base Flood Elevation. DPW further notes that all construction within Zones "AO", <br /> "AE", and"AEF" shall comply with Chapter 27, Floodplain Management, of the Hawaii <br /> County Code. <br /> 20. Flora/Fauna Resources: There were no professional surveys conducted of the floral or <br /> faunal resources of the subject property, however, according to the applicants, dominant <br /> plants on the property are Kikuya grass and eucalyptus trees, with rows of eucalyptus <br /> trees along the eastern boundary of the site and along the site's boundary with the <br /> highway. The applicant reports that the site is mainly vacant of fauna except for <br /> introduced species including the mongoose and feral cats. According to the State <br /> Department of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW) <br /> there are several state-listed species that could occur at or in the vicinity of the subject <br /> property including the Hawaiian Hawk, Blackburn's Sphinx Moth, Hawaiian Goose <br /> -6- <br />
