4. Parking: Off-street parking is available as the applicant has designated three paved <br /> parking stalls and one garage parking space for guests of the bed and breakfast operation. <br /> 5. Project Timetable/Cost: The applicant intends to begin operating the bed and breakfast <br /> upon approval of the Special Permit and does not anticipate construction costs associated <br /> with the project. <br /> 6. Landowners: Joan C. Hunziker Trust. <br /> 7. Supportive Information: A Special Permit is required to operate a bed and breakfast <br /> establishment in the State Land Use Agricultural District. State Land Use District: Agricultural. <br /> 9. General Plan Land Use Pattern Allocation Guide (LUPAG) MAP: Important <br /> Agricultural Lands. <br /> 10. County Zoning: Agricultural-1 acre (A-la). <br /> 11. Kona Community Development Plan (KCDP): The KCDP, originally adopted by the <br /> Hawaii County Council on September 25, 2008 and most recently amended on September <br /> 18, 2019, identifies the preferred land use pattern for the Kona districts. The subject <br /> property is located just outside of the Kona Urban Area and is not within any Rural Town <br /> Areas. <br /> 12. Special Management Area (SMA): The Special Management Area is a part of the <br /> Coastal Zone Management Program and regulated by the County. The property is not <br /> located within the Special Management Area and is situated approximately 1.8 miles from <br /> the nearest coastline. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 13. Subject Property: The subject property is approximately 1.001 acres in size, trapezoidal <br /> in shape, and is improved with an existing, four-bedroom, 3,374 square-foot dwelling <br /> including a garage, detached bedroom, and pool. The property is situated at the 850-foot <br /> elevation level, slopes slightly in an east to west direction and is landscaped with <br /> ornamental plants and fruit trees. <br /> -2- <br />
