HOUSEL: And those would be paved? <br /> <br />MOOERS: We havenÓt really gotten that level yet, but I assume it would be, there <br />would be some sort of all-weather surface whether itÓs chip seal or gravel or concrete stripes, you <br />know, as a driveway; it would be something to try to minimize runoff obviously. <br /> <br />HOUSEL: Right, right, thatÓs my concern. It looks like there is a, from the aerial <br />view there is a substantial slope on the land, right? <br />MOOERS: There is, and that would be a consideration. I know in the neighborhood <br />Wailea there are a couple of driveways where they actually have a little diversion ditches and <br />catchment systems and drywells along the driveway Î they are quite small, they are, you know, <br />2-foot by 2-foot, but for that purpose. But clearly that issue would have to be addressed at the <br />time of plan approval or subdivision. <br /> <br />HOUSEL: Right. Okay. ThatÓs all I have. Thank you. <br /> <br />WATANABE: Thank you. <br /> <br />LEITHEAD TODD: Mr. Mooers, I guess when IÓm looking at this, and <br />hadnÓt really discussed when there was an earlier presentation, would be where would you be <br />looking at mauka-makai access and lateral access for the public? <br /> <br />MOOERS: Okay, currently we are looking at, the requirement is four parking stalls in <br />the current SMA, and we are looking at this northern access here with the access in across the <br />road and then down directly to this park or the beach here Î itÓs not really a beach but to the bay, <br />that area. So thatÓs where the proposed access is. There are a number of lateral access trails <br />across here that would be left undisturbed. <br /> <br />LEITHEAD TODD: And one of the reasons IÓm asking is weÓve had issues occur in other areas <br />with, especially after the 2006 earthquake where we had to move trails further inland, and so in <br />taking a look at the area I would want to make sure that there was enough of a buffer or an area <br />between where the trails are and where the houses are sited, so that if there was a need to move <br />the trails inland to make them safe and traversable, that there would be enough room where we <br />wouldnÓt be in somebodyÓs living room or end up mauka of somebodyÓs house in order to move <br />them. That would be one of the considerations we would be looking at when it gets to us. <br /> <br />MOOERS: Sure. Quite understand it. This coastline here fortunately is really shallow <br />Î this is actually into the water, you can walk into the water here Î as opposed to further up the <br />coast by Puakea Bay where we have that situation. I think weÓve talked about that where I work <br />for the State in establishing a trail, a coastal trail there; the problem was that that was on the cliff <br />and the cliff kept falling into the ocean and marching it back toward the houses. But this area <br />here I donÓt think weÓre going to have that type of problem. ThereÓs certainly plenty of room; <br />weÓve got 150 feet and this area is all relatively stable. The shoreline is rocky but itÓs not a cliff, <br />so I think we are in pretty good shape here. <br /> <br />EXHIBIT B <br />5 <br /> <br />
