May 5, 2000: The Planning Commission approved the applicant's request to extend the <br /> life of Special Permit No. 538 until June 30, 2005. <br /> 10. March 18, 2005: The Planning Commission approved the applicant's request to extend <br /> the life of Special Permit No. 538 until June 30, 2015. <br /> 11. May 21, 2015: The Planning Commission approved the applicant's request to extend the <br /> life of Special Permit No. 538 until June 30, 2025. <br /> STATE AND COUNTY PLANS <br /> 12. State Land Use (SLU)District: Agricultural. <br /> 13. General Plan (LUPAG) Map Designation: Urban Expansion (ue) and Open (o) Area. <br /> The Urban Expansion designation allows for a mix of high density, medium density, low <br /> density, industrial-commercial and/or open designations in areas where new settlement <br /> may be desirable, but where the specific settlement pattern and mix of uses have not yet <br /> been determined. The Open designation allows for parks and other recreational areas, <br /> historic sites, and open shoreline areas. <br /> 14. County Zoning: Agricultural-5 acres (A-5a). <br /> 15. South Kohala Community Development Plan (SKCDP): The South Kohala <br /> Community Development Plan was adopted by the Hawaii County Council by <br /> Ordinance No. 08-159 on December 1, 2008. The plan does not specifically address the <br /> existing heliport. <br /> 16. Special Management Area (SMA): The property is not within the County's Special <br /> Management Area and is located approximately 1.5 miles from the nearest shoreline. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREAS <br /> 17. Subject Property: The Special Permit area, consisting of approximately 9.8+ acres, is <br /> located within a larger 13.007-acre parcel. The property is roughly L-shape in size with <br /> an extensive lava landscape. The Special Permit area is situated at approximately 500 feet <br /> southeast (mauka) of its intersection with Queen Ka`ahumanu Highway and Waikoloa <br /> Road. <br /> 18.
