14. Special Management Area (SMA): The Special Management Area is a part of the <br />Coastal Zone Management Program and regulated by the County. The property is not <br />located within the Special Management Area and is situated approximately 7.5 miles from <br />the nearest coastline. <br />DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br />15. Subject Property: The subject property is approximately 3.0 acres in size, rectangular in <br />shape, and is improved with an existing, permitted, 3,256 square -foot, five -bedroom single- <br />family dwelling and accessory structures. The property is situated at the 800-foot elevation <br />level and is landscaped with ornamental plants, fruit trees and vegetable gardens. <br />16. Surrounding Zoning/Land Uses: Surrounding properties are zoned Agricultural 3-acre <br />(A-3a) and consist primarily of agricultural and residential uses and undeveloped land. <br />17. Flood Insurance Rate Map (FIRM): The Department of Public Works confirmed that <br />the subject property is situated within Zone X on the Flood Insurance Rate Map (FIRM) <br />by FEMA, an area determined to be outside the 500-year flood plain. <br />18. USDA Soil Type: Soils in the subject property are classified Hakuma highly organic <br />hydrous loam, with 2 to 10 percent slopes. <br />19. Land Study Bureau's Detailed Land Classification System: The property is classified <br />as "E" or "Very Poor" for agricultural productivity. <br />20. Agricultural Lands of Importance to the State of Hawaii (ALISH): The majority of <br />the subject property (approximately 90%) is designated "Other", while a small portion at <br />the northeast corner of the property is "Undesignated." <br />21. Flora/Fauna: No professional surveys were conducted of the flora/fauna resources on the <br />property. According to the applicant, the likelihood of any rare or endangered species, <br />habitat or flora on the property is unlikely, given that the property has been improved with <br />a dwelling. The applicant has introduced many floral resources to the property including <br />fruit and nut producing trees such as ulu, kukui, coconut, macadamia, lychee, mangosteen, <br />banana, apple, lemon, lime, orange and avocado as well as `Ohi`a, Rainbow Eucalyptus, <br />Royal Poinciana, Rainbow Shower and various palm trees. Additionally, vegetable gardens <br />have been planted and landscaped areas of the property include ornamental shrubs and <br />flowering plants, including hibiscus, anthuriums, orchids, ginger, bougainvillea, <br />-3- <br />
