cP•� +., Lee E.Lord <br /> �'�'� • Managing Director <br /> Mitchell D.Roth <br /> Mayor <br /> Robert H.Command <br /> +r,Tf• r�r`® Deputy Managing Director <br /> OF N <br /> Guilt of 7 ni"i <br /> Office of f papr <br /> 25 Aupuni Street,Suite 2603 e Hilo, Hawaii 96720 ® (808)961-8211 ® Fax(808)961-6553 <br /> KONA: 74-5044 Ane Keohokalole Hwy.,Bldg C • Kailua-Kona, Hawaii 96740 <br /> (808)323-4444 • Fax(808)323-4440 <br /> FIRST SUPPLEMENTAL RED FLAG SEVERE EAT EMERGENCY <br /> PROCLAMATION AND MANDATORY EVACUATION ORDER <br /> WHEREAS, Chapter 127A, Hawaii Revised Statutes, as amended, provides for the <br /> establishment of County organizations for disaster relief with a director in charge of each <br /> political subdivision; and <br /> WHEREAS, Chapter 127A, Hawaii Revised Statutes and Chapter 7, Articles 1 and 2 of <br /> the Hawaii County Code, establishes a Civil Defense Agency within the County of Hawaii and <br /> prescribes its powers, duties, and responsibilities, and Section 13-23 of the Hawaii County <br /> Charter empowers the Mayor of the County to declare emergencies; and <br /> WHEREAS, on August 8, 2023 at 8:06AM, the Mayor of the County of Hawaii issued a <br /> Red Flag Severe Weather Emergency Proclamation and Mandatory Evacuation Order declaring a <br /> state of emergency and ordering the mandatory evacuation of all civilians in the Kohala Ranch <br /> community and the road closures of Akoni Pule Highway 270 between mile markers six (6) and <br /> seven(7), as well as Highway 19 in Kawaihae; and <br /> WHEREAS, it has become necessary to supplement the Red Flag Severe Weather <br /> Emergency Proclamation and Mandatory Evacuation Order due to continued critical fire weather <br /> conditions resulting in the need for additional mandatory evacuation orders; and <br /> WHEREAS,the Hawai'i Police Department has issued additional mandatory evacuation <br /> orders for the following communities: (1) Kohala Estates; (2) Kohala Waterfront; and(3) Kohala <br /> by the Sea. The County of Hawai'i is actively monitoring the communities near Kailapa and <br /> will issue further mandatory evacuation orders as necessary. The previous road closure of Akoni <br /> Pule (Highway 270)has now been extended to include road closures between mile markers six <br /> (6) and seventeen(17); the previous road closure of Highway 19 in Kawaihae is now open; <br /> WHEREAS,the danger of disaster is of such magnitude to warrant continued protective <br /> action in order to provide for the health, safety, welfare and protection of the people and pursuant <br /> to Section 127A-13(b)(4), Hawaii Revised Statutes,the Mayor finds it necessary to appropriate <br /> actions to direct and control the mandatory evacuation of the civilian population. <br /> NOW, THEREFORE, I, MITCHELL D. ROTH, Mayor of the County of Hawaii, do <br /> hereby proclaim and declare that a state of emergency continues to xist due to the threat of <br /> imminent disaster on Hawaii Island, effective August 8, 2023JA p.m., Hawaii standard time <br /> County of Hawaii is an Equal Opportunity Provider and Employer. <br />
