within Waikoloa Village. Further, not being within the center of the <br /> Village, the site also becomes readily accessible to members traveling <br /> from outside of the Village, like Waimea. <br /> Equally important, the basic infrastructure, particularly potable water, <br /> can be provided to the site. <br /> The applicant plans to conduct its primary services on Sundays, <br /> beginning at 9:30 am and ending at noon or so. During that time, it <br /> anticipates a congregation and/or participation size of eventually <br /> reaching 200 persons from its current average size of 100 persons. <br /> Further, during the course of a week, there will be youth night, Bible <br /> study, prayer gathering, and the like. Currently, prayer, Bible study, <br /> and other church-related gatherings consisting of ten or so members <br /> are held on certain nights during the week, beginning at 7:00 p.m. or <br /> earlier to 9:00 p.m. or so. It is anticipated that the count may go as <br /> high as 40 with the new facility. Youth nights, averaging 20 or so <br /> youths, are held on Friday evenings, generally up to 10:00 p.m. That <br /> number is also anticipated to rise to around 40 with the new facility. <br /> On occasions, the church and its facilities will be used for other <br /> service related activities such as weddings, memorials, and the like. <br /> B. Pro'ect Components <br /> Pursuant to the above objectives, the applicant proposes to construct <br /> a single-story building consisting of 7,000+/- square feet. As <br /> proposed, the structure would consist of a 2,100 +/-foot sanctuary <br /> with a sitting capacity of 165. There would also be 3 classrooms, <br /> ranging between 382 square feet to 833 square feet. The balance of <br /> the area would be for storage; office, restroom, media room, and a <br /> nursing room. (Figure 3) <br /> The structure would be setback more than 40 feet from Waikoloa <br /> Road and the other property lines. The height of the single-story <br /> structure would be less than 30 feet. (Figure 4) <br /> Tentatively, 94 parking stalls are proposed, of which 5 would be <br /> handicapped stalls. A landscaped buffer fronting Waikoloa Road is <br /> also being planned, as well as a play area adjacent to the structure. <br /> There would be only one access from Walkoloa Road.
