C. Timetable and Cost <br /> The applicant hopes to finalize its plans and begin construction of this <br /> approximately $3 million project as soon as possible. Hopefully, <br /> construction can begin early next year, with completion by the end of <br /> next year or early 2025. The estimated cost would include site <br /> preparation, access improvements, the wastewater system, and water <br /> system. <br /> The applicant notes that the project design and construction schedule <br /> may have to be adjusted to reflect additional permitting requirements, <br /> funding availability, and escalating construction cost. <br /> It should be noted, however, that the applicant is in immediate need of <br /> a larger facility. As such, if approved, while the necessary plans are <br /> being prepared and eventually permitted, the applicant may want to <br /> use the site with temporary structures and appropriate restroom <br /> facilities consistent with any permitting requirements. <br /> IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The State Land Use designation of the subject property is Agriculture. <br /> As the requested area/use (5+ acres) is less than the 15-acre <br /> threshold for State Land Use Commission action, the County Leeward <br /> Planning Commission can act on the request. <br /> S. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide <br /> ("LUPAG") map designates the site Extensive Agriculture. The <br /> Extensive Agriculture designation refers to "Lands not classified as <br /> Important Agricultural Land. Includes lands that are not capable of <br /> producing sustained, high agricultural yields without the intensive <br /> application of modern farming methods and technologies due to <br /> certain physical constraints such as soil composition, slope, machine <br /> tillability and climate. Other less intensive agricultural uses such as <br /> grazing and pasture may be included in the Extensive Agricultural <br /> category." <br /> Land uses that are not specific to agricultural activities, such as the <br /> proposed church, can be allowed via the Special Permit process <br /> 3 <br />
