Like residential communities, the Church prefers a <br /> tranquil environment. <br /> At the same time, there would be some measure of economic benefit <br /> to the surrounding area, as the Church would have to purchase goods <br /> and supplies. Additionally, members and their guests will also <br /> frequent the local and other nearby communities. <br /> In sum, the site is located convenient to its users; the appropriate <br /> development standards (parking, setback, etc.) will be complied with; <br /> the site is free of any on-site topographic and other environmental <br /> constraints; and the basic infrastructure is or will be provided to the <br /> site by the applicant. Additionally, the proposed structure will be no <br /> higher than thirty (30) feet which would be less than the height <br /> requirement of thirty five (35) feet of a single-family residential <br /> dwelling and considerably less than the forty five (45) feet maximum <br /> height within the Agriculture zone. Thus, the structures should be <br /> visually compatible with the surrounding residential structures. <br /> Natural Resources Element <br /> Goals and Policies <br /> • Protect and preserve forest, water, natural, and scientific <br /> resources and open areas. <br /> • Ensure that alterations to existing landforms and vegetation, <br /> except crops, and construction of structures cause minimum <br /> adverse effect to water resources, and scenic and recreational <br /> amenities and minimum danger of floods, landslides, erosion, <br /> siltation, or failure in the event of earthquake. <br /> • The County of Hawaii should require users of natural resources <br /> to conduct their activities in a manner that avoids or minimizes <br /> adverse effects on the environment. <br /> Discussion <br /> The site does not have on-site developmental constraints, and the <br /> natural resource impact should not be significant. The area of the <br /> proposed facility is designated °X" on the FIRM map. Although not <br /> cleared yet for Unexploded Ordnances, consultation with the US Army <br /> Corps of Engineers will be made to assure appropriate safe and <br /> mitigation measures will be taken during the construction period. <br /> 6 <br />
