Queen Ka'ahumanu Highway and Waikoloa Village, as well as those <br /> areas mauka of Waikoloa Village. <br /> The areas immediately surrounding the subject site are still zoned A- <br /> sa. However, properties across the street are zoned RA-1 a, and less <br /> than 500 feet towards the Village there are commercially zoned lands. <br /> Notwithstanding the conceptual plan's preference to retain this area <br /> for agriculture use, this area is in an area of transition and could <br /> represent the Village's mauka urban-related land use boundary. <br /> Hence, the proposed use should not compromise or undermine the <br /> basic concepts espoused in both the LUPAG map as well as the <br /> SKCDP's conceptual plan. <br /> The SKCDP also identified four (4) major policies for the Waikoloa <br /> Village area. As noted below, these policies have only marginal, if <br /> any, relationship or applicability to the requested use. <br /> Policy 1: Provide Infrastructure and Facilities For a Growing <br /> Community. <br /> There were seven (7) identified strategies, four (4) of which <br /> related to the planning, funding, and construction of a 1) <br /> community center and community park, 2) public schools, 3) <br /> community library, and 4) major commercial center for the <br /> Village. The remaining three (3) strategies related to improving <br /> the area's potable water system, wastewater treatment system, <br /> and provision of more emergency facilities. <br /> None of these strategies directly apply. However, indirectly, the <br /> church will support the spiritual needs of the community. As <br /> such, like a park, school, or library, it is an important social and <br /> cultural infrastructure for this and any community. <br /> In that regard, the proposed use would indirectly enhance and <br /> support rather than detract from implementing this policy and <br /> strategy. <br /> Policy 2: Environmental Stewardship, Sense of Place, and Open <br /> Space <br /> Two (2) strategies were identified, which do not, and if <br /> anything, only marginally apply. These were 1) providing <br /> support for alternative energy and environmental restoration <br /> 8 <br />
