include a requirement that the applicant be responsible for any improvements to <br /> Waikoloa Road that may be required by DPW, as a result of impacts from the proposed <br /> use. <br /> According to the application,potable water will be provided by the State Public <br /> Utilities Commission-approved provider of water in the area, West Hawaii Water <br /> Company (WHWC). By letter dated January 26, 2023, Hawaii Water Service, Inc, <br /> (HWSI)noted that WHWC is one of its subsidiaries and estimates the projected demand <br /> for the project to be 1,210 gallons per day. HWSI further states that it is willing to <br /> provide water services to the proposed project. A condition of approval will require the <br /> applicant to provide potable water for the proposed use through an agreement with <br /> HWSI. <br /> There is no municipal sewer system in the area. The applicant estimates that <br /> wastewater demand will be comparable to four residential units on Sundays with <br /> weekday demand comparable to that of a single-family dwelling, and proposes to install a <br /> private, individual wastewater system. A condition of approval will require the applicant <br /> to install wastewater system(s) meeting with the approval of the State Department of <br /> Health. <br /> The property is situated within an area designated as Flood Zone X on the Flood <br /> Insurance Rate Map (FIRM)by FEMA, an area determined to be outside the 500-year <br /> flood plain. Electrical and telephone services are available to the property. Police, fire, <br /> and medical services are available in Waimea. Based on the preceding, the requested use <br /> will not burden public agencies to provide additional services. <br /> (D) Unusual conditions,trends, and needs have arisen since district <br /> boundaries and regulations were established. In the 1960's and 1970's, the State's <br /> Agricultural District boundaries and regulations were established and subsequently <br /> amended pursuant to HRS Chapter 205. The State Land Use Commission was created in <br /> 1961, and interim regulations and temporary district boundaries became effective in <br /> 1962. Subsequently, the regulations and Land Use District Boundaries became effective <br /> in August of 1964. Although the property and surrounding areas are designated for <br /> -6- <br />
