The existing 8-inch diameter <br /> water main should provide adequate fire flow and pressure to the fire hydrant. <br /> 5.3 Existing and Proposed Electrical Power and Telecom Services <br /> Existing Conditions <br /> Hawaiian Electric Light Company (HELCO) provides electrical power service to the <br /> Project Area from overhead electrical lines from utility poles located in the Mamalahoa <br /> Highway right-of-way. The HELCO service is fed from pole-mounted transformers. The <br /> existing feed is rated at 375 amps at 120/240 volts. The service terminates at existing meter <br /> equipment at the existing buildings. <br /> The telecom service to the Project Area is fed from overhead conductors from utility <br /> poles located in the Mamalahoa Highway right-of-way.The infrastructure along the highway <br /> contains copper feeds for both Hawaiian Telecom (HTCO) and cable television (CATV) <br /> services. Telecom equipment boxes are mounted to the exterior of Building A. <br /> Proposed <br /> New electrical power and telecom services will be provided to the Project Area from <br /> the existing utility poles in the Mamalahoa Highway right-of-way. New on-site metering <br /> equipment will also be provided. <br /> 5.4 Existing and Proposed Traffic and Parking <br /> To aid the project design, Fehr& Peers conducted a traffic analysis that assessed the <br /> existing conditions at the Project Area and studied various traffic flow alternatives based on <br /> the student body totals and proposed parking lot and driveway improvements. The traffic <br /> analysis memorandum is attached as Exhibit C. <br /> Existing Conditions <br /> Traffic access to the Project Area is primarily through Mamalahoa Highway with <br /> ancillary support through Middle Ke`ei Road. Mamalahoa Highway, also known as Hawaii <br /> Belt Road, is a two-lane arterial road that connects the west side of the island to most major <br /> population and commercial centers. The posted speed limit at the Project Area is 45 miles <br /> per hour. Middle Ke`ei Road is a private two-lane road that crosses Mamalahoa Highway.The <br /> Project Area is located directly along Mamalahoa Highway and is connected by two <br /> driveways, with the southernmost driveway solely dedicated to inbound traffic. No <br /> pedestrian and bicycle facilities are near the Project Area. Only the paved shoulder provides <br /> space for pedestrians and bicycles along Mamalahoa Highway. <br /> The County of Hawaii Mass Transit Agency provides bus service to the area. The <br /> closest bus stop is 0.4 miles north of the Project Area at Ho`olala Road. <br /> At the Project Area, the existing parking lot has 35 total parking stalls, with 6 stalls <br /> along Mamalahoa Highway, 6 along the front of the existing building,and the remaining stalls <br /> 9 <br />
