Based on camping permits for the site, a maximum of 22 campers per night are <br />permitted. <br />D. The Kona Community Development Plans (CDPs) covers the geographic districts of <br />North Kona, reaching nearly to Waikoloa Village, and South Kona, including the <br />Community of Miloli`i. <br />The Kona CDP sets forth a standard of excellence in design, operation, and maintenance, <br />and specifically prioritizes upgrading and maintenance of Miloli`i Beach Park: <br />Policy PUB-7.2: Excellence in Maintenance. If the community and responsible <br />public workers cannot stand next to the public facility with pride, then that is a <br />call to action for both the community and the responsible public agency. <br />Action PUB-7.2c: Provide for upgrading and maintenance to the public facilities in <br />critical need of attention: <br />ii. Maintain parks and public facilities in remote areas, such as Miloli`i. <br />The proposed project would replace the existing pavilion to meet permitting standards <br />and provide accessibility improvements to the park, among other improvements. These <br />upgrades are essential to meet ADA requirements and provide equitable access to the <br />park amenities. <br />E. The project area is located within the County's Special Management Area (SMA), as <br />regulated under HRS, Chapter 205A. Compliance with the State's environmental review <br />process is required. No federal funding is anticipated for Miloli`i Beach Park <br />Accessibility Improvement project, and would not be subject to the environmental review <br />requirements prescribed under the National Environmental Policy Act (NEPA). <br />The Miloli`i Beach Park is an important recreational facility for residents in the area. The <br />proposed project would have a beneficial impact to park and recreation resources since it <br />would provide accessibility improvements that would broaden equitable public access to <br />the beach park facilities. The proposed project includes the reconstruction of existing <br />facilities in addition to accessibility improvements. The Miloli`i Beach Park is an <br />important public beach park for residents of the area. As evaluated in the EA, adverse <br />environmental impacts from implementation of the proposed action would be minimized <br />through project design and mitigation measures contained in the document. Adverse <br />effects to water quality and the coastal ecosystem would be minimized by site -specific <br />BMPs. The proposed project would not significantly change the scenic and visual <br />character of the surrounding area. <br />The entire shoreline is subject to inundation due to high seas and swells caused by <br />hurricanes and distant storms and tsunami activity.
