• Have a biological monitor that is familiar with the species' biology conduct Hawaiian waterbird nest <br />surveys where appropriate habitat occurs within the vicinity of the proposed project site prior to project <br />initiation. Repeat surveys again within 3 days of project initiation and after any subsequent delay of <br />work of 3 or more days (during which the birds may attempt to nest). If a nest or active brood is found: <br />0 Contact the Service within 48 hours for further guidance. <br />0 Establish and maintain a 100-foot buffer around all active nests and/or broods until the <br />chicks/ducklings have fledged. Do not conduct potentially disruptive activities or habitat alteration <br />within this buffer. <br />0 Have a biological monitor that is familiar with the species' biology present on the project site <br />during all construction or earth moving activities until the chicks/ducklings fledge to ensure that <br />Hawaiian waterbirds and nests are not adversely impacted. <br />Project design would reduce nighttime glare effects with low level footpath lighting and timered lights. All lighting <br />would be properly shaded to eliminate light trespass. Therefore, adverse effects to seabirds due to nighttime lighting <br />would be minimized with project features. <br />To avoid and minimize project impacts to yellow -faced bees and their nests, the USFWS provides the following <br />recommendations, as applicable: <br />• If an action will occur in or adjacent to known occupied habitat, a buffer area around the habitat may <br />be required and can be worked out on a site -specific basis through consultation with the Service. <br />• For coastal species, protect all coastal strand habitat from human disturbance, including: <br />0 No fires or wood collecting <br />0 Leave woody debris in place <br />0 Restrict vehicles to existing roads and trails <br />0 Post educational signs to inform people of the presence of sensitive species. <br />The USFWS recommended, site -specific BMPs regarding sedimentation and erosion in aquatic environments identified <br />in the project description would minimize the degradation of water quality and impacts to fish and wildlife resources. <br />The USFWS provides the following additional recommendations, as applicable: <br />• Protect anchialine pools (both in and around) from the following human disturbance: <br />0 Restrict vehicles to existing roads and trails <br />0 Prevent trash, and other waste from entering into anchialine pools <br />0 Avoid or limit to the maximum extent practicable entrance into the anchialine pools <br />• Install educational signs near anchialine pools to inform people of the presence of sensitive species and habitats. <br />Historical, Archaeological, and Cultural Resources <br />While there is low probability of encountering archaeological sites in this area, in the event that historic resources, <br />including human skeletal remains, are identified during the construction activities, all work would cease in the immediate <br />vicinity of the find, the find would be protected from additional disturbance, and the State Historic Preservation <br />Division would be notified pursuant to Section 13-280-3, HAR In the event that ini kupuna and/or cultural finds are <br />encountered during construction, cultural and lineal descendants of the area should be consulted to develop a <br />reinterment plan and cultural preservation plan for proper cultural protocol, curation, and long-term maintenance. <br />The County aims to provide ongoing beach park access during construction of the proposed improvements. If access <br />to the boat turn -around is limited any time during construction, the village community would be notified in advance. <br />Air Quality and Climate <br />All construction work will be in conformance with the air pollution control standards contained in HAR Title 11 Chapter 59 <br />"Ambient Air Quality Standards," and Chapter 60 "Air Pollution Control," which would minimize air quality emissions. <br />Noise <br />Construction will be confined to 7 a.m. to 6 p.m., Monday through Friday, and 9 a.m. to 6 p.m. on Saturday. No <br />construction activities exceeding maximum allowable noise levels will occur on Sundays and holidays without prior <br />notice. Construction activities will comply with HAR Chapter 11-46, "Community Noise Control." <br />Implementation of these measures and compliance with regulatory requirements would minimize <br />environmental impacts resulting from the proposed project. Permits and approvals required for <br />implementation of the proposed project are listed in Section 2.3 of this EA. <br />
