AGENDA ITEMS FOR NEXT MEETING <br /> The Commissioners will comment on matters not on the current agenda, for consideration <br /> for the Commission's next meeting. <br /> ANNOUNCEMENTS <br /> The Windward Planning Commission's next monthly meeting is scheduled for Thursday, <br /> October 5, 2023 at the County Council Chambers in Hilo and the public can also testify via <br /> Zoom. The date and venue of the meeting are subject to change. <br /> ADJOURNMENT <br /> Submitting Written Testimon.Pursuant to Hawaii County Planning Commission Rules <br /> of Practice and Procedure (PC), Rule 1, General Rules, a person desiring to submit written <br /> testimony shall indicate her/his name; address; and whether the testimony is on her/his behalf or <br /> as a representative of an organization or individual. If testimony is being submitted on behalf of <br /> an organization, documentation showing membership ratification should accompany the <br /> testimony. Public testimony can be submitted by mail or email. Those submitting written <br /> testimony by mail should provide one copy for distribution. Public testimony submitted by mail, <br /> should be mailed to the Windward Planning Commission at the Planning Department office <br /> addresses in Hilo and Kona listed below under Board Packet. It is preferable that mailed <br /> testimony should be provided at least one week prior to the hearing date to allow for thorough <br /> Commission review. Public testimony that is submitted by email to <br /> WPCtestimony@hawaiicounly.gov, should be submitted before 4:30 p.m. two (2)business days <br /> prior to the Commission meeting. Public attendees may present written testimony at the meeting <br /> without prior submission. Additionally,pursuant to Rule 1, the Chairperson may limit testimony <br /> that is irrelevant or unduly repetitious. <br /> Contested Case Procedure: Pursuant to PC Rule 4, Contested Case Procedure, of the <br /> County of Hawaii Planning Commission Rules of Practice and Procedure, any person seeking to <br /> intervene as a party to a contested case hearing on Agenda Item No. 3 above is required to file a <br /> written request which must be received by the office of the Planning Department no later than <br /> seven (7) calendar days prior to the Planning Commission's first public meeting on the matter. <br /> Such written request shall conform with the PC Rule 4-6(a), relating to Prehearing Procedure on <br /> a form as provided by the Planning Department entitled"Petition for Standing in a Contested <br /> Case Hearing." The notarized petition form and a filing fee of$200 shall be submitted online via <br /> County of Hawaii Electronic Processing and Information Center (EPIC) at the following <br /> website: <br /> hUps://hawai i couniyhi-energovpub.iylerhost.net/Apps/SelfServi ce#/home. <br /> Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County <br /> Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County <br /> Code}. A lobbyist means "any individual engaged for pay or other consideration who spends <br /> more than five hours in any month or $275 in any six-month period for the purpose of attempting <br /> to influence legislative or administrative action by communicating or urging others to <br /> communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code} <br /> 3 <br />
