(Planning Department Exhibit 2 - Change of Zone Application dated April <br /> 28, 2023) <br /> BACKGROUND INFORMATION <br /> 6. February 24, 1986: Change of Zone Ordinance No. 86-12 was approved to rezone 57.597 <br /> acres, including the subject property, from Agricultural 40-acres (A-40a) to Agricultural <br /> 20-acres (A-20a). <br /> 7. February 26, 1987: Final Subdivision Approval was granted for a 2-lot subdivision, <br /> creating Lot 1-A, 23.038 acres in size, and Lot 1-B, the subject property, 34.559 acres in <br /> size. <br /> 8. June 23, 2006: Change of Zone Ordinance No. 06-81 was approved to rezone the subject <br /> property from Agricultural 20-acres (A-20a) to Family Agricultural 3-acres (FA-3a). A <br /> condition of the ordinance required that final subdivision approval be secured within 5 <br /> years and while the applicant at that time submitted a subdivision application, final <br /> subdivision approval was never finalized. By letter dated November 4, 2021, the Planning <br /> Director confirmed that the subdivision would be withdrawn and removed from processing. <br /> STATE & COUNTY PLANS <br /> 9. State Land Use District: Agricultural. <br /> 10. General Plan Land Use Pattern Allocation Guide (LUPAG) MAP: Extensive <br /> Agricultural. <br /> 11. County Zoning: Family Agricultural-3 acre (FA-3a). <br /> 12. Hamakua Community Development Plan (HCDP): The HCDP was adopted by the <br /> Hawaii County Council in August, 2018, as Ordinance 2018-078. The HCDP does not <br /> include land use guide maps or policies specific to the area of the subject property. <br /> 13. Special Management Area (SMA): The Special Management Area is a part of the <br /> Coastal Zone Management Program and regulated by the County. The property is not <br /> located within the Special Management Area and is situated approximately 6 miles from <br /> -2- <br />
