Salary Commission <br />August 4, 2023 <br />ACTING CHR FARAHL I think there's—I'll ask the counsel to hold on the County Charter <br />conversation for one second. <br />One of the points that you made, sir the police commission—on behalf of the police <br />commission, is the ingrained concept of low performance-based rewards are associated with the <br />jobs. And that would automatically put you behind the eighth ball. Whether the County Charter <br />allows it to be considered or not considered, the County Charter allows us—as I read it and I'm <br />not a lawyer to consider all the criteria associated with developing the worth of the position. <br />Whatever the worth of the position is, you need to base it upon some mental thing—and maybe <br />someday the County decides that the manager or employee should have a separate category of <br />merit pay or not. But you need to consider that they've been in there that increment would <br />have been in their salary. That's why you fall behind the eighth ball, Commissioner, because <br />whatever you decide today—let's say you set the salaries of two commissioners, the police chief <br />and the fire chief at 240 or 220or whatever number you want. Once you pay for all the back <br />arrears associated with not paying them for five years -2018? <br />MS. FRENZ: Twenty -eighteen but there would not be arrears. It would start whenever a <br />majority vote, here, took effect. Just to verify. <br />ACTING CHR FARAHL So, you don't put— <br />MS. <br />ut <br />MS. FRENZ: No, sir, we are not doing retroactive. <br />ACTING CHR FARAHL Okay. So, again, that puts you in a different situation. I am in total <br />agreement, we need to decide all of these similar to the comparative chart that you have. Then, <br />you look at some of the backgrounds that came—background information that came from <br />different entities that we asked them to give. Then look at the information the human resources <br />provide. <br />I'm not changing the job description, but I'm saying the job description determines the amount <br />that is (inaudible), and the amount that needs to be associated with the position is what this body <br />is supposed to decide. Correct? <br />MR. BERTSCH: Chairman, thank you. Thank you for your comments. And I do appreciate <br />you receiving my testimony. <br />Points of clarification. When I was speaking, there's a couple of triggers. One, the commission <br />has the overall the police commission and the fire commission, has the overall responsibility of <br />providing an annual review of the performance of the chief and, subsequently, the deputy. <br />Whether we provide that individual with a fantastic performance review, we still do not have the <br />authority to escalate their pay or provide them with any type of additional compensation for <br />doing a great job. <br />Page 16 <br />
