Salary Commission <br />August 4, 2023 <br />MS. GREENBAUM: we're looking to have a visual—so we can visually see what that looks <br />like. <br />ACTING CHR FARAHL Let me suggest what we heard right now. I think what we might <br />want to do is to create another column to that sheet that we have the comparative sheet— <br />MS. <br />heet <br />MS. GREENBAUM: Right. <br />ACTING CHR FARAHL create another column for that and adjust it for those five years of <br />none pay. Whether you want—call it an "increment" or "longevity" get (inaudible). So, you <br />have to see where we fall <br />MS. GREENBAUM: Correct. <br />ACTING CHR FARAHL if we give them whatever number—you say the 18 percent—it's <br />just five years18 percent, that's actually not a bad number. <br />MS. GREENBAUM: No. <br />ACTING CHR FARAHL And then, you have that number where we are now—and then look, <br />exactly as we talked about—what are the other things that needs to be considered that we didn't. <br />And for some departments, you may adjust—for others, you may not adjust. <br />And then, from there, you really—even though the charter may not allow you, `cause I've been <br />through this before—we need to make a recommendation to the County or to whatever <br />authorities there are to just get off their thing, whatever they sit on—don't think with the part <br />you sit on. Think with the part up here. And I think the commissioner from the police made that <br />point, that you just—even if we said 18 percent and made all the adjustments, right—you are <br />behind the eighth ball by the time you start this. <br />So, whether the charter says we can do that or not—the charter doesn't prohibit us from creating <br />an incremental, longevity to make a calculation but we can't force this on the County but we <br />must make a recommendation to the County or whoever you need to make a recommendation to <br />amend the charter to have some kind of performance-based system so you don't lose the <br />individuals that are good. That you're incrementally going up because your underling assistant <br />chiefs is going to go up and you're stuck again with what we generously, let's say, decided that <br />you should get. There has to be that cost of living system that merit, longevity, increment— <br />whatever. <br />ncrementwhatever. And maybe suggest to them that amend the County Charter or something that <br />probably be a nightmare. <br />MS. GREENBAUM: That's major. <br />ACTING CHR FARAHL Right. But what I'm saying is that this is the function of any public <br />body to make recommendations of how to look into the future and make it easier, more <br />competitive, and more recognition -based system—in addition to what we do (inaudible). <br />Page 22 <br />
