B. A DETAILED DESCRIPTION OF THE PROPOSED PROJECT <br /> Parcel Characteristics <br /> Located within the SMA,the lot is entered on the mauka/northwestern corner at an elevation of—220 feet <br /> above sea level from a private portion of the Old Mamalahoa Highway. Proceeding easterly—100 yards, the lot <br /> drops down to an elevation of—190 feet above sea level. At that point,the lot has a gentle slope downwards to <br /> the edge of the shoreline Pali, —180 feet above sea level. Starting from the northeastern corner of the lot, the <br /> shoreline Pali is a vertical cliff that extends for—400 feet meandering to the south, where it transitions to a slope <br /> that forms the Hakalau gulch Pali at the northern edge of Hakalau Bay as shown on the recent survey, attached <br /> as Exhibit 1. <br /> The parcel is bordered by a private road to the west, directly adjacent to, parallel and abutting the Hawaii Belt <br /> Highway. The property is bordered to the north by a residence on a two-acre parcel. The eastern side of the lot <br /> abuts the Pacific Ocean, bordered by a vertical sea Pali. The southern side of the lot abuts Hakalau Bay, buffered <br /> with a steep slope that is part of the Hakalau Gulch. The Conservation portion of the lot commences where the <br /> vertical shoreline Pali transitions to the slope of the Hakalua gulch down to the shoreline, forming a portion of <br /> Hakalau Bay.This Conservation area is located on the southern portion of the parcel. The majority of the lot is <br /> relatively flat and lies within the Agricultural District. There will be no development in the Conservation District. <br /> The boundary determination provided by the State of Hawaii Office of Coastal and Conservation Lands is shown <br /> in Exhibit 2. <br /> The property is entirely located within Flood Zone X, areas determined to be outside of the 0.2% annual chance <br /> floodplain (FEMA FIRM panel 1551660450F).The property is not located within the tsunami evacuation zone. <br /> Observations of the site did not reveal any areas of channelized flow, hydric soils or plants, or areas where water <br /> ponds or collects, suggesting that stormwater runoff is infiltrated effectively into the site's soils under normal <br /> conditions, implying that only during very heavy rainfall events may stormwater runoff leave the subject <br /> property. <br /> Although the parcel is zoned A-20a, it is located in a subdivision that appears to have been platted in 2002. This <br /> parcel is lot 16 in the subdivision plat, shown in Exhibit 3. <br /> Planned Development: <br /> 1) 'Ulu Orchard development. <br /> We are proposing the establishment of an'Ulu orchard in the Agricultural District, projected to contain 263 <br /> trees, planted on 30 'centers. The soil in the area is ideal for growing'Ulu. The fruit does well in a diversified <br /> range of soil types including sandy coastal conditions, sandy clay loam soil and in younger lava-rock soil. <br /> Geological sampling at the site to depths 9 to 9.5 feet below the existing grade revealed topsoil to 18 inches, <br /> underlain by Brown sandy(Cinder) silt (Pohala Ash -Geotechnical Investigation Report dated 6/11/2023— <br /> Construction Engineering Labs Inc.). <br /> 2 <br />
