Discussion: The requested action aims to alleviate the responsibility of maintaining <br /> the existing 5-acre parcel, which is heavily vegetated. Rezoning the parcel would <br /> improve the applicant's quality of life as it would create a much more manageable <br /> 0.5-acre residential lot. The remaining 4.5-acre agricultural parcel would offer greater <br /> utility and value to a different landowner. <br /> 7.3 Policies <br /> a. Protect the views of areas endowed with natural beauty by carefully <br /> considering the effects of proposed construction during all land use reviews. <br /> 8.2 Goals <br /> a. Protect and conserve the natural resources from undue exploitation, <br /> encroachment, and damage. <br /> d. Protect rate or endangered species and habitats native to Hawaii. <br /> Discussion: The requested action will not change views on site or impact natural <br /> resources. The proposed project would maintain the existing single-family residence <br /> as it has been for decades. No new development is proposed under the request. At <br /> most one farm dwelling and one additional farm dwelling could be built on the <br /> remaining 4.5-acre parcel. <br /> 14.1.2 Goals <br /> a. Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural, and physical environments of the County. <br /> 14.1.3 Policies <br /> a. Promote and encourage the rehabilitation and use of urban areas that are <br /> serviced by basic community facilities and utilities. <br /> b. Allocate appropriate requested zoning in accordance with the existing or <br /> projected needs of neighborhood, community, region, and County. <br /> f. Encourage the development and maintenance of communities meeting the <br /> needs of its residents in balance with physical and social environment. <br /> 14.1.4 Standards <br /> b. Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with <br /> adjacent zoned uses, availability of public services and utilities, access, and <br /> public need. <br /> Discussion: The requested change of zone from A-3a to RS-20 will allow the <br /> applicant to maintain a manageable 0.5-acre residential lot with her existing single- <br /> 10 <br />
