GRAHAM: I understand where you’re coming from. Thank you. So, <br />Commissioner Iwashita would you, on the basis of what you’ve heard here, care to <br />change the motion at all? <br />IWASHTIA: As far as the time, I am happy to go to the three years with a <br />possible or any extension up to two years thereafter to be administratively placed, done <br />by the Director. <br />GRAHAM: Thank you. Commissioner Woodward? <br />WOODWARD: I agree. <br />GRAHAM: All right. Well, it seems like we’ve hit a middle ground with the <br />three years life of the permit with the two-year extension which can be or cannot granted <br />by the Planning Director at his discretion.Any further comments? <br />DOMINGO: Mr. Chairman? <br />GRAHAM: Commissioner Domingo. <br />DOMINGO: As I indicated, you know, the Planning Director’s reasons for <br />denial are valid and strong; and I really subscribe to it. And what we’re doing right now <br />is, for my part, I’m just relinquishing to it to give the parties two years so that they find a <br />place and start to develop it and move their goods. To go beyond three years I certainly <br />have a problem. And, you know, I stated my reasons. And, in fact, rather to even have <br />the Planning Director to consider whether or not he should grant further extension is <br />beyond what I think is appropriate for me. <br />WATANABE: May I comment? <br />GRAHAM: Commissioner Watanabe. <br />WATANABE: I understand your point, Commissioner Domingo. My point here <br />is if anybody is going to make a huge investment, and you’re worried about this <br />precedent setting, then whether it’s two years, three years or five years, they’re not going <br />to get a return of their investment. So it’s just not going to happen. The main point is <br />that you make it very clear that it’s a short, very short time period; and then it will truly <br />be an exception and a special permit, as opposed to circumvention of the Zoning Code. <br />So I think you’re going to be all right, as long as it’s very clear that it’s a definite <br />timeframe. <br />GRAHAM: Thank you. Mr. Yeh, we have closed the public hearing; and we <br />do have a motion before us, which is for a three-year life permit and two-year time <br />extension.
