Future With Project Mitigation <br /> The November 2021 Final TIAR provided an analysis for all future years and a final mitigation <br /> recommendation for full buildout. Therefore, recommendations will be made for the updated <br /> intersections for the full buildout condition in Future (2039)with Project. <br /> 1. Royal Vistas Roadway Intersection <br /> All movements at the intersection of Route 11 and Royal Vistas Roadway are projected to operate <br /> at an acceptable LOS. No other improvements to this intersection are not recommended. <br /> 2. Kuakini Highway Intersection <br /> The Route 11 and Kuakini Highway intersection does not pass the 4-hour warrant or peak hour <br /> warrant when analyzing Route 11 as the major approach and Kuakini Highway as the minor <br /> approach due to the Kuakini Highway left turns not meeting the minimum traffic volume threshold. <br /> However, when analyzing the southbound Route 11 through as the major approach and the <br /> northbound Route 11 left turn as the minor approach (see Table 4), this intersection does pass the <br /> 4-hour warrant in Existing (2019).
