Lako Street Intersection
The overall Route 11 at Lako Street intersection is projected to operate at LOS E during the AM
peak hour, beginning in 2029. As an alternative to the Existing(2019)split phasing on Lako Street,
the Lako Street approach left turns were analyzed with the following traffic signal phasing options:
(1)protected, (2)permitted, (3)protected+permitted, and (4) split phasing with Route 11 widened
from 2 lanes to 4 lanes. A comparison of the phasing alternatives and the widening of Route 11
are shown in Tables 8-10 for 2024, 2029, and 2039.
The protected phasing for Lako Street(Option 1) resulted in the intersection operations at LOS E
in Future (2039) With Project during the AM peak hour and is not recommended. Permitted
(Option 2) or protected+permitted (Option 3) phasing will operate at an overall acceptable LOS
for all future years and can be considered for the Lako Street approaches if sight distance is
adequate. If sight distance is inadequate, the split phasing should remain, and Route 11 should be
widened from 2 lanes to 4 lanes (Option 4).
In addition, the eastbound left turns from Lako Street onto Route 11 are nearing 300 vehicles per
hour, which is the threshold for when a second left turn lane is beneficial. The widening of Route
11 from 2 lanes to 4 lanes will allow for 2 receiving lanes Route 11 to accommodate dual eastbound
left turn lanes.
