KTL Kona Villas November 2021 Final TIAR Addendum <br /> E-B EMB" F=m Page <br /> International 12/12/2022 <br /> Innovate I Adapt I Sustain <br /> The following TIARs and updates have been submitted to date in support of this project: <br /> 1. Final Royal Vistas TIAR (SSFM, May 2020) <br /> o Submitted in support of an Environmental Assessment(EA). <br /> o The following recommendations were made at the intersections with Route 11: <br /> ■ At Palani Road, continue to monitor traffic operations and signal timing. <br /> ■ At Henry Street, changing the existing split phasing can improve traffic <br /> operations. <br /> ■ At Hualalai Street (north), consider a future traffic signal or single-lane <br /> roundabout. <br /> ■ At Hualalai Street (south), remain unsignalized and continue to monitor <br /> traffic operations. <br /> ■ At Puapuaaui Street, continue to monitor existing traffic and adjust signal <br /> timing if needed. <br /> ■ At Royal Vistas Roadway, a connection to Kekuanaoa Place should be <br /> completed before the completion of Phase 2. <br /> ■ At Kuakini Highway, consider a future traffic signal or single-lane <br /> roundabout. <br /> ■ At Lako Street, consider changing the Lako Street approaches from the <br /> existing split phasing to protected phasing. The widening of Route 11 from <br /> Henry Street to Kamehameha III Road included in the 2035 Transportation <br /> Plan should be completed. <br /> ■ At Kamehameha III Road, continue to monitor traffic operations and signal <br /> timing. <br /> o TIAR was reviewed and commented on by the County of Hawaii (COH) twice <br /> during the initial review period. <br /> o A memo from COH Department of Public Works (DPW)was responded to. <br /> 2. Final Royal Vistas TIAR (SSFM, February 2021) <br /> o Following the approval of the Finding of No Significant Impact (FONSI) of the <br /> EA, the TIAR was submitted to COH. <br /> o The following changes to the recommendations from the previous submittal are: <br /> ■ At Henry Street, continue to monitor traffic operations and signal timing. <br /> ■ At Hualalai Street (north), consider a future traffic signal if needed, but <br /> priority should be given to traffic moving along Route 11. The single-lane <br /> roundabout analysis was shown to operate poorly and was removed from <br /> the recommendation. <br /> ■ At Kuakini Highway, consider a future traffic signal. The single-lane <br /> roundabout analysis was shown to operate poorly and was removed from <br /> the recommendation. <br /> ■ At Lako Street, consider alternate phasing for the Lako Street approaches. <br /> The widening of Route 11 from Henry Street to Kamehameha III Road <br /> included in the 2035 Transportation Plan should be completed. <br /> o Comments received from COH DPW Traffic Division and addressed to the <br /> Planning Department in a Review Comment Form dated August 3, 2021 were <br /> received and responded to (attached at the end of this document). <br />
