also, that we need to clear this room by 3:30 this afternoon because they're going to be using <br />this room for other functions. <br />I have here five individuals who have written to -, they have signed up to testify, Geri Bell, <br />Jerry Rothstein, Karen Eoff, Janice Palma Glennie, and James Sogi. Is there anybody else? <br />PUBLIC:Yeah. <br />GALDONES:Okay. Could you -, Phyllis, could you have the gentleman also sign up. <br />At this moment in time, I am not inclined to invoke a time limit on the presentations, however, <br />as the day goes on and if it's going to get closer to 3:30, I would like to have everybody be <br />given the opportunity to make their presentation, that at that time I may have to invoke time <br />limits on the presentations. <br />The other thing that I'd like to mention for the public's knowledge and for the Commissioners <br />is we will not make, we will not go into decision making today, and I'd like to have Director <br />Yuen speak to that. <br />YUEN:The Department is going to ask the Planning Commission to defer <br />decision making today, although to take public testimony, hear from the Applicant. They <br />brought a number of their consultants today, and maybe if we can -, the Commission can think <br />about their questions for the consultants, they may not have to bring them at the next meeting. <br />This issue, as you may know from reading the paper, this has been the result of a long <br />collaborative effort in which the Mayor was pursuing -, directly involved in mediating the <br />meetings between the Applicant and people in the community. One of the things that came up <br />in the meetings is that as far as the time frame of the decision making, we would have two <br />public hearings in Kona. This would give people more opportunity, an extra opportunity for <br />comment. There's also some more work that, frankly, I need to do on the application to <br />prepare the recommendation and conditions. I will be recommending approval with a wide <br />range of conditions that have been discussed previously with people in the community, but <br />we're not ready to do that today. We do want to hear from people and, hopefully be -, we <br />would -, as I say, the Department is asking for a deferral of decision making to the November <br />7 th meeting. <br />GALDONES:Okay. With that understanding, Commissioners, we are on Agenda Item <br />No. 4. Applicant is Rutter/KW Kohanaiki, LLC (SMA 03-012/UP 03-002/UP 03-003). <br />a.This is a Special Management Area Use Permit to allow the development of a 500-homes/ <br />home sites project, an 18-hole golf course and golf clubhouse, public coastal park facilities, <br />and related improvements. <br />2 <br /> <br />
