I am pleased to submit a statement of qualifications for professional planning, permitting and
environmental services by Coastal Planners, LLC. We would be delighted to assist the Department in

other planning and land use entitlement services. We also have extensive experience in Hawaii, Asia
and the Pacific in developing community-based marine protected and marine managed areas and
programs to enhance fisheries and conserve coral reef resources. We have successfully developed
endangered species mitigation banks and management plans, ecological and wetland restoration
actions and monitoring, and the development of policies and regulations to sustain natural resource
use such as hunting and fishing regulations.
I have personally been responsible for facilitating amendments to Maui County's Shoreline Rules
(12-203) and SMA Rules (12-202), Kauai's Shoreline Ordinance, and the Hawaii Coastal Zone

Management Act(HRS 205A) regulating coastal zone areas in collaboration with the State Office of
Planning and the Sierra Club. I have also contributed to revisions of HRS Chapter 343 relating to
implementation of the environmental review process (HAR 11-200-8). 1 have also processed
Environmental Assessments and over 800 SMA assessments on all three islands within Maui County
and in each County of the State of Hawaii. As such, I am well-versed in what opportunities these
laws and procedures offer an applicant.
Our firm is adept at understanding and resolving multi- and cross-jurisdictional issues, especially
shoreline projects that involve coastal erosion, flood zones, shoreline hardening, beach restoration
and/or Conservation Districts. We have successfully collaborated with county, federal, and state
agency personnel on a wide variety of issues, in part because we appreciate and respect their
kuleana. We are keenly familiar with, and have helped clients gain approvals for land use and
development projects pursuant to Hawaii State Land Use Laws (HRS 205, 205A, 343 and 183C),
State and County Special Use Permits, US Corp of Engineers permits, Coastal Zone Consistency
Determinations, and Maui County Code Titles 19, 20, 18, and 16.

Coral two Boston Whaler boats and equipment for enforcement officers. Conducted
Navigator training to the officers on the proper adjudication of violations of fishing, hunting,

distribution of the Final EA, and issuance of the FONSI by the Hawaii Department of
Watershed Planning Transportation in order to relocate and expand the University of Hawaii's Marine
Research Center in Honolulu Harbor, Oahu, HI.
Comprehensive Hawaii Environmental Assessment (HEPA) - Barber's Point Redevelopment,
Conservation Plans Kapolei, HI. Assisted the Hawaii Army National Guard with relocating troops,
equipment and personnel to Kalaeloa as part of the Barber's Point redevelopment
Community Profiling ; efforts. Served as the contributing author to the federal and state environmental
Identityassessment (EA) for which a Finding of No Significant Impact was issued.
Additionally, I wrote a traffic assessment in support of the EA, which was accepted

Military Relocation from Okinawa, Japan to Guam. Contributing team author for
the cumulative impact section. The SEIS evaluated the proposed action in light of
past, present and reasonably foreseeable actions. Evaluated the potential impacts
of collective actions by DOD and non-DOD parties and their additive effects relative
to each of 13 alternatives considered in the SEIS. Required evaluating all currently
permitted and proposed projects, their location and effect, and cumulative effect on
natural, coastal, recreational, and environmental resources and public infrastructure.
NEPA - Federal Overseas EIS - Marine Corps Live Fire Training, CNMI.
Socioeconomic analysis of the proposed action including developing questionnaires,
lists of interviewees, and creating primary and secondary data sources. Facilitated
stakeholder, agency, political actors, and decision maker interviews, topical
research, and assessments of the potential impact of the proposed action and its
alternatives on social and economic viability, environmental justice, public health,
welfare and growth, particularly on the islands of Pagan, Tinian and Saipan.

facilitate expeditious reconstruction after a major coastal storm while protecting and

topographic maps, areas of trade-off, and/or mutually beneficial exclusion areas.
Maps and site descriptions were developed that delineated each protected area in
various zones including active use, passive use, no take, limited take, restoration,
and restricted entry. Penalty and use matrixes were also developed to facilitate
public understanding of permitted and prohibited activities (and their costs) and to
help enforcement officers determine the correct penalty to assess for violations.

Coastal Planning & Permitting
Kapalua Public Access Trail Planning and Permitting, West Maui, HI Provided
planning and permitting assistance for a new coastal trail on West Maui. The 3.5-
mile coastal trail connects five beach areas, expanded parking lots, improved
comfort facilities, and areas with stunning oceanic views. Helped the landowner
obtain coastal, shoreline and conservation district use permits and obtained
authorization through public hearings and outreach meetings, including mediating
and serving as a subject matter expert during contested case processes.
SAND Alt - Sea Level Rise Risk Management Obtained $87,500 in competitive
federal funding for a GIS-based oceanfront development and shoreline hardening
risk model (SAND-Alt). The model is intended to incorporate sea level rise and flood
inundation based on LiDAR, coastal erosion rate data, cultural preservation and
ocean recreational sites, and a priority planning tool to determine which areas may
harden the shoreline and which should be required to retreat from coastal hazards.
Beach Conservation, Managed Retreat and Shoreline Access Improvements,
Maui, HI Implemented beach restoration approaches to respond to coastal hazards
along Maui's shorelines by facilitating the removal of seawalls and shoreline
armoring as the County's shoreline planner. Improved beach access, increased
public parking and restored shoreline and coastal trails at seven locations including
five oceanfront resorts that relocated high-rises, buildings, and infrastructure inland
based on projected beach erosion, sea level rise and shoreline retreat.
Managed Retreat at the Maui Lu, Kaanapali Ali'i, Maui Palms, Royal Lahaina,
and private oceanfront landowners implementing site-specific avoidance strategies.
Obtained high-quality sand resource allocations from Ameron Cement to help
restore eroded beaches. Developed water quality monitoring plans, processed
necessary permits, obtained government approvals, and garnered community and
landowner support through public hearings and meetings. Gained community
involvement in eight volunteer-based beach nourishment and dune restoration
projects, including dune walkovers, native plant restoration, educational signage,
and beach conservation outreach activities.
Coastal Adaptive Redevelopment Planning, Wailea, HI Responsible for gaining
Commission approval of a $19 million renovation to the Wailea Marriott Resort,
including renovating a 552-room hotel, cluster development and managed retreat
from the shoreline including relocation of a 3-story building and a sewer trunk line.
Managed Retreat Planning and Permitting, Maui County, HI. Responsible for
coastal and environmental permitting of the 439 acre Ukumehame subdivision.
The action resulted in 45 agricultural lots, a 77-acre protected riparian lot, and a 100
acre 1.4 mile lineal coastal park. Land was also allocated for the inland relocation of
a major highway out of the erosion hazard and tsunami inundation zone.
Seawall Repairs, Various West Maui Condominiums, Maui, HI. Facilitated
federal, state and/or county government approvals for repairs to failing seawalls for
seven 1970s era condominiums facing erosion crisis along West Maui's changing
coastline. Garnered government approval for drainage enhancements, created new
public access paths to the shoreline and developed best management practices
accepted by the US Army Corps of Engineers, Department of Land and Natural
Resources, and County authorities. Authored compliance reports and assembled
teams of professionals to develop sound strategies for erosion response.
Subdivisions, Waialua, Oahu & Napili, Maui, HI. Conducted a feasibility analysis
of the potential to subdivide residential oceanfront property on the north shore of
Oahu along a sandy, dynamic coastline. Processed a 2-lot residential subdivision
and handled all utility and infrastructure upgrades to County standards.

Land Use Entitlements, Palauea Beach, Maui, HI. Developed a cogent, thorough
analysis of land use entitlements and options for use of oceanfront property having
conflicting land use designations (Park and Residential). The assessment critically
evaluated land use history, regulatory "takings" lawsuits, and public involvement
while avoiding, minimizing and mitigating the proposed use's adverse impacts to
coastal, environmental, archaeological, and public recreational use of a beach park.
The assessment resulted in favorable approval of the landowner's preferred use,
while setting a new standard for the quality and content of submissions to the county
Planning Department and resulted in policy changes for conducting evaluations
when there are inconsistencies in a property's land use entitlements.
Subject Matter Expert, Coastal and Shoreline Resource Planning, Maui
County, HI. Lead Planner for actions within the coastal zone of Maui, Molokai, and
Lanai Islands. Assessed proposed development projects in relation to ten integrated
coastal management objectives; summarized impacts and recommended prudent
mitigation measures to avoid, minimize and mitigate negative outcomes. Evaluated
land use entitlements and their conformance with community plan,zoning, and state
land use designations and restrictions. Reviewed and assessed traffic impact
analyses, archaeological inventory/monitoring plans, drainage reports,
environmental assessments (DEA/FEA/DEIS/FEIS), view plane analyses,
landscaping plans, wetland delineations, flood hazards, shoreline surveys,
architecture, building schematics and site plans. Conducted public hearings,
processed public participation notifications, and presented development projects to
decision making bodies and authorities. Authored final reports, findings of fact,
conclusions of law, and recommended conditions of approval for each project.
Utility, Site & Transportation Planning
Dry Dock Boat Repair, Inspection and Storage Facility, Kahului, Maui, HI.
Analyzed the feasibility of a boat maintenance facility with long-term trailered vessel
parking and dry dock services for repairs and inspections of vessels up to 75 feet
long. Analyzed land use, environmental issues, drainage and landscaping,
permitting plan, community and agency concerns, and requisite studies. Presently
developing an Environmental Assessment and Conservation District Use permits.
Kauai Fuel Terminal SMA and Zoning Permit Approval. Authored applications to
obtain various approval for renovations and improvements to a fuel terminal at
Nawilili Harbor, including installation of new impervious liners, ecology block
retaining walls, new fuel conveyance system, and restoration of the existing fuel
tanks to enhance resiliency to coastal hazards.
Solar Utility-Grade Production Facilities, Oahu, Maui, Big Island,HI. Developed
various City,County and State land use and Special Use applications and supporting
cultural and environmental information to facilitate utility scale energy production
from PV, Concentrated PV, and PV with on-demand storage system projects in
Oahu, the Island of Hawaii and Maui County. Worked closely with the DBEDT
Energy Division and State Land Use Commission office to facilitate expeditious
approval of these innovative renewable energy projects.
Hydroelectric Plant Development - Federal Energy Regulatory Commission
(FERC)and Phase I Environmental Site Assessment(ESA), Kauai,HI. Prepared
a list of requisite permits and approvals and wrote environmental portions of the
Federal Energy Regulatory Commission (FERC) application. In recognition of its
thoroughness, FERC granted the client an exemption from preparing a full
application, moving the project more towards completion. Subsequently conducted
a Phase I site assessment and worked with the Hawaii Department of Health in
ascertaining previous remediation efforts and activities to support due diligence
efforts for the hydroelectric plant power facility.

Ferry System (Inter-Island) and Small Boat Harbor Improvements for Maui,
Lanai, & Molokai Islands, HI Lead County Regulatory Planner responsible for
processing coastal permit applications, shoreline variances, and supporting
environmental assessment documents for major facility improvements at the
County's small boat harbors and its inter-island ferry system. The seven separate
projects, each with its own coastal and environmental review and approval process,
updated and improved commercial vessel operations and ocean recreational
facilities at Lahaina Harbor, Mala Wharf, Maalaea Harbor, Kihei Boat Ramp, Hana
Boat Ramp, Manele Bay, Lanai, and Kaunakakai, Molokai. Coordinated public input
and presented each project to the respective island Planning Commission during
public hearings where the merits, mitigation strategies, best management practices
and conditions of approval were discussed, debated, and voted upon. Managed all
aspects of the environmental, coastal and public permitting and review process.
Facilitated incorporation of lighting restrictions, sewage pump out facilities, refueling
limitations, architectural review and improved public and trailer-vessel parking
facilities at Maalaea and Manele Bay. Minimized concerns about dredging
operations and contaminants at Mala and Kihei locations by recommending
conditions to implement site-specific best management practices and protocols.
Traffic Impact Analysis, Kalaeloa, Oahu, HI. Completed a traffic assessment for
the relocation of Hawaii Army National Guard staff, troops and equipment from Fort
Ruger to Kalaeloa (Kapolei), Oahu, HI. Facilitated public involvement and input from
community committees on impact mitigation. The report and its mitigation measures
were approved by the Hawaii State Department of Transportation. The project
included creation of low-cost mechanisms such as traffic calming and traffic flow
enhancement to alleviate potential congestion during peak rush hour periods and
enhancing roadway capacity without resorting to costly infrastructure improvements.
Lipoa Street Commercial Center, Kihei, HI Obtained Commission approval for
three LEED certified buildings and the first use of porous concrete parking areas on
Maui to facilitate onsite storm water treatment. Project included dedicated bike lanes,
pedestrian friendly access, and traffic calming traffic flow improvements.
Hazardous Material, Hazardous Waste, Petroleum OR & Lubricants Facility
Analysis, Guam. To support the US Marine Corp with plans to relocate from Japan
to Guam, developed data and information for Conceptual Development Plans to
manage HM/HW/POL. Analyzed handling, public transit restrictions, usage,
distribution, individual accumulation sites and processes, 90 day storage and long-
term disposal and and storage restrictions were evaluated.
Kane Street Mixed Use Commercial Development, Kahului, HI — Obtained
Commission approval for an innovative, pedestrian friendly, multi-modal urban infill
redevelopment project which improves sense of community and place with walkable
landscapes, traffic calming devices, complete streets and affordable housing. The
site design mixes residential condominiums above commercial establishments and
an expanded pedestrian-oriented corridor with restaurants, cafes, shops and open
space areas creating a linear corridor between neighboring malls, Maui Community
College, dormitory's and a government service center. LEED certification obtained.
Wastewater Utility Water Quality Research Development Manager for a variety
of collaborative NPO, NGO, Academic and public research projects designed to
assist wastewater utilities. Research endeavors addressed watershed planning,
infrastructure development, public health, wastewater and storm water treatment,
membrane technology, wet weather and alternative treatment systems, ecological
risk, constructed wetlands and agricultural application. Secured over $1 million in
renewable funding to support the research program. Created a national study on
pathogen removal in reclaimed wastewater effluent resulting in new state and federal
reuse policy. Disseminated research results at conferences and public meetings.

approvals and permits for our upcoming sinkhole repair/erosion mitigation project. As in the
cases of projects you have previously assisted us with,you have provided expertise and insight
that have allowed us to navigate the byzantine, often exasperating, and continually changing
Hawaii state and Maui County regulatory/political environments.
A key to permitting any project along the shoreline of Hawaii under the current regulatory
climate,it seems,is regulatory reconnaissance —the development of intelligence regarding what
is likely to be approvable given existing and likely upcoming regulations and policies, as well as
the personalities involved(including those of local activists who oppose nearly all activities
along the shoreline). Your past and continuing experience within and adjacent to the
environmental regulatory and political systems of Hawaii(and especially Maui County) are
unique and valuable.
The need for our current project first arose in the fall of 2017 with the formation of a sinkhole
beneath our pool deck, quickly followed by additional sinkholes along the southern portion of
our seawall. You assisted us in quickly obtaining a permit to perform temporary repairs
intended to stop further erosion. Unfortunately,the County required that we use only"beach
quality sand"as backfill in our temporary repairs. Through your knowledge of and involvement
with other remediation projects in west Maui,you were able to identify a source of approvable
sand and obtain enough of it to proceed with our project. It would likely have been impossible
for us to proceed with our urgently-needed repairs without the benefit of your local knowledge
and relationships.
Following the temporary repairs in early 2018,we began to investigate possible strategies and
designs for permanently repairing our sinkholes and preventing future erosion beneath our

seawall. In many other regulatory jurisdictions,this process might have been relatively simple,
but that was and is certainly not the case along the Maui shoreline. Although the first and
second conceptual designs were prepared by a Hawaii engineering firm,we were able to assess
the regulatory acceptability of those designs due, in large part,to your personal networking with
Maui County Planning staff. Had we not learned early on that the initial conceptual designs
would not be approvable,we might have spent considerable effort, money and time preparing
applications that would have been doomed to disapproval or would have required significant
modification and concessions on our part. Your assistance in calmly explaining the process and
regulatory limitations to understandably upset Kulakane owners on several conference calls was
invaluable.
As additional conceptual project designs were developed,it became clear that we would likely
require approvals from Hawaii Department of Land and Natural Resources for project activity
on the makai side of our seawall. Once again,your past dealings and networked relationships
with DLNR staff allowed you to quickly investigate potentially approvable approaches without
the time and expense of preparing and submitting applications for project designs that might
not have been approvable.
Your wise counsel regarding project and permitting strategies that would involve public
hearings was firmly validated by the one unavoidable minor hearing that was required for
approval by the State. At that hearing,three or four of the BLNR board members abstained
rather than casting a vote to approve the temporary placement of sheet pile as a best
management practice intended to prevent pollution and part of a project already approved by
all other necessary agencies. When the chair of the Board called for a motion to approve,a very
long silence elapsed before any member would even offer such a motion.
Such is the regulatory/political climate we must navigate within. As with our previous projects,
your assistance is and has been greatly appreciated.

I wrote a referral letter for Thorne Abbott and his company several years ago when he assisted me in
getting an SMA permit for a subdivision in West Maui. Since then, not only has Thorne followed up
several times to make sure things were going ok, but he just assisted me in obtaining my final permits on
the subdivision within a few days of asking for his help.

September 2014, Nohonani's old and aging Seawall had been weakening over the years. A
couple of sink holes developed near the wall,and it became a matter of urgency to repair it.
We hired a very good contractor,who recommended Thorne Abbott. Coastal Planners,ITC.
to assist us with the process of obtaining permits from the Maui Planning Board.
Thorne Abbott is very professional and extremely knowledgeable about the requirements
that the Maui Planning Board insists on,in order to obtain the appropriate permits. The
Maui planning board is very strict with their requirements. Thorne understands them, and
knows we had to comply with all their requests,which are many. Thorne's background and
experience is fantastic. He really anticipates,follows up with details,and explains the
process very well.
Thorne is very diligent about the nuances that must be followed,the requirements for
documentation,appropriate drawings and renditions that the planning board needs,
including Grading Permits, Site Plans and submitting many Permit Applications such as
SM2-Special Management and SSA-Shoreline Setback.
Thorne worked very closely with our Contractor and Structural Engineer,obtaining many

consulting in dealing with regulatory agencies in matters related to projects or activities on or
near the shoreline of the Hawaiian Islands.
The Kulakane Association of Apartment Owners is currently undertaking two significant
construction projects at our oceanfront condominium complex in upper west Maui: repair and
maintenance of our seawall, and replacement of the cedar shake siding on our main building.
Because our complex is located close to the shoreline,the regulatory processes and
requirements for obtaining permission to do nearly anything on our property have been
extensive,time-consuming and complex.
Thorne was recommended to us by our land use counsel. He assisted us with preparation of
Special Management Area and Shoreline Setback Assessment applications(submitted to Maui
County Planning Department), a Best Management Practices Plan(submitted to both the US
Army Corps of Engineers and Maui County Planning) and building permit applications for both
of our major projects, all of which received approval or other favorable determination from the
relevant agency.
As a former planner with Maui County,Thorne knows what the County expects and needs to see
in applications submitted to them. He knows the systems and many of the staff involved at the
County and other environmental regulatory jurisdictions in Hawaii and interacts with many of
them regularly.
Perhaps Thorne's most valuable efforts on our behalf were his continued monitoring and follow-
up as each application or review worked its way through the relevant agency. It is not
uncommon for applications to get"stuck"somewhere in agency review processes,particularly
when multiple departments must sign off on a document. Incorrect document filing or routing,
staff vacations,staff workload and/or poor communication can seriously slow agency
processing. Thorne monitored the review processes via electronic queries of the County's
permitting data base,phone calls, and often by physically visiting the County offices to check on
the current status of our applications. On several occasions,he was able to help expedite the
process by volunteering to hand-carry our materials from one department to another, or by

In the month of January 2011 Makani Sands Condominium on the island of Maui suffered severe
wave damage to its sea wall which required the entire structure to be reinforced to prevent
complete loss. An emergency permit was issued by the county of Maui so that work could begin
on obtaining plans, contractors and design engineers. The permit process is a very complicated
procedure and we, the board of Makani Sands, were advised to consider getting the assistance of
Thorne Abbott to guide us through all of the information gathering and presentations to the
County of Maui and federal inspectors.
Firstly,the records on the construction of Makani Sands were not found among those held in our
files, Then there were no drawings of the seawall showing its precise location relative to the
building. Finally we had no records of work performed as maintenance since the initial wall was
constructed.
Thorne began the search through all archival county records, state, and private information
including pictures taken by owners and guests from which he could verify that the seawall had
been constructed on private land. It was a long and difficult task requiring several trips from
Honolulu for.consultation with the appropriate offices to get all of this information and then
prepare it for submittal in the format required. Thorne was knowledgeable of who represented
each portion of the permit process so as the information was found, he could verify that it met
the needs of each office. This project also involved him observing the construction work and
following the contractors work quality which was being done under the supervision of the
designer who had prepared the work plans. This kept him able to verify with each county and
state officer that all work was being done within the boundary of the existing wall and that no
contamination of the ocean was occurring. Thorne constantly maintained contact with us during
the entire permitting process which took about one year to be completed. He provided us with
the total package of records he had accumulated for retention in our files for any future
maintenance that might require a building permit.
I wish, therefore,to present this letter of recommendation for use by CardnoTEC and Thorne
Abbott as verification that their performance in obtaining construction permits and advising
landowners is of the highest quality. Each portion of work was followed with a complete record
of hours required and results thereof. We are completely satisfied with our employment of
Thorne Abbott and CardnoTEC and the results of their work.

Thorne Abbott worked for Cardno TEC, Inc., as an Environmental Analyst for nearly four years,
beginning in November 2009 until October 2013. During that time;Thorne worked on a variety of
both large and small projects as a Project Manager and as team member in our full service
environmental firm.
Thorne was active in helping our renewable energy clients obtain and navigate the land use
entitlement process, federal, state and local permitting requirements, conducting environmental
assessments and completing supporting studies. Clients included Honolulu Sea Water Air
Conditioning, Konohiki Hydropower, and Eurus solar among others.
Thorne was also active in the federal Environmental Impact Statement (EIS) for relocating troops
from Okinawa, .japan to Guam and the Commonwealth of the Northern Mariana Islands (CNMI).
Additionally, he was involved in the Guam Supplemental EIS, terrestrial biological studies, and
public involvement. Locally, he completed the Hawaii State Environmental Assessment,
including traffic studies and public involvement, for the Hawaii Army National Guard to relocate
troops and equipment from Fort Ruger(Diamond Head) to Kalaeloa (Barber's Point) on Oahu.
He also assisted with State Department of Transportation Projects, such as relocating the
University of Hawaii Marine Research Center in the Honolulu Harbor.
Moreover, Thorne developed a portfolio of new private and commercial clients, particularly on
neighboring islands, assisting them with coastal permitting, land use development and
compliance as a project manager.

l bred Thorne Abbott on August 4, 2004 as the Maui County Planning Department's Coastal
Resources and Shoreline Planner. Thorne has consistently displayed a high degree of integrity,
responsibility, ambition and commitment to conserving the islands' unique natural resources.
Thorne has worked to protect public access to,and along, the shorelines of Maui, Molokai and
Lanai,as well as to preserve their beautiful coastal views. He is effective at developing solutions
for coastal landowners facing erosion crisis,flooding and coastal hazards because he has a
thorough understanding of coastal policy and the permitting, environmental,and special
management area(SMA)review process.
Thorne has developed collaborative relationships between agencies to help conserve coastal
resources, manage use conflicts, improve outcomes,and plan for sea level rise and other coastal
hazards in an effective and efficient manner. He has served on the Governor-appointed Hawaii
Ocean and Coastal Council and the Ocean Resource Management Plan Working Group. These
groups authored and implemented the 2006 Ocean Resource Management Plan for the State of
Hawaii which incorporates traditional Hawaiian management regimes.
Over the past five years, Thorne's leadership improved the county's public outreach through a
number of speaking engagements,press releases and conference presentations. He authored two
brochures,a revised website, a new Beach Management Plan, oversight of a Sand Quantification
Study and audit of the SMA permitting system;and wrote clear,understandable guidance and
instructions for the public submitting coastal permit applications. He has presented numerous
land use development projects,often large and complex,to each island's Planning Commission,
and educated them on coastal processes,permitting and environmental review. He also
facilitated the State's efforts to improve harbors, beach facilities and ocean recreation
opportunities for the Bounty's three islands.
Thorne served as a dedicated employee and sought innovative solutions to problems. He is
highly knowledgeable in the environmental and coastal field and recognizes pragmatic
opportunities to balance land use while creating public amenities. He works well independently
and is deeply committed to protecting the aina (land and sea) for current and future generations.

Thorne Abbott served the CNMI Department of Land & Natural Resources, Division of
Q Fish & Wildlife as the Natural Resource Planner from October 2001 until September
2003. Upon completing his contract with the Division, his firm, CoastalZone.com
provided consulting services until May 2004.
Thorne helped the Division recommend prudent measures to avoid, minimize or
mitigate the incidental take of endangered species by economic development and
infrastructure proposals. He was the agency's voting representative for 28 permit
applications and provided agency comment on an additional 64 applications. Thorne
helped secure $970,000 in State Wildlife Grant monies from the US Fish & Wildlife
Service for the Division's efforts over the next five years. Collaborating with his
colleagues, they authored a sustainable fisheries Act, a USFWS-approved management
plan for the Nightingale Reed-warbler species mitigation bank, and completed four fiscal
cycles of coral reef conservation grants. He actively promoted our conservation and
marine sanctuaries program locally, in inter-agency forums, regionally, nationally and
internationally. He singly completed an IUCN/WWF-sponsored MPA management
effectiveness indicators study and gained the Division national accolades for being led
the first State or Territory to complete an inventory of its marine protected areas
( ). His efforts culminated with writing regulations for all our protected
areas, contributing to policy as a Delegate at the IUCN World Parks Congress, and
authoring a website for the Division ( ). Active in the sometimes
contentious, Coral Reef Initiative, Thorne helped secure 11 walkie-talkies (verse 3) for
our Conservation Officers and helped garner funding for two patrol vessels, fuel, and
salary for three new Marine Conservation Officer positions.
Thorne worked hard and tirelessly promoted the Division's needs and jurisdictional
mandates. It has been rough at times in our effort to do our tasks but things seemed to
find its way through to our favor. He has have been productive and delivered what
needs to be done. Accordingly, I would recommend him for employment with your
organization.
