LETTER OF RECCOMMENDATION <br /> FROM MAKANI SANDS BOARD OF DIRECTORS <br /> ASSOCIATION OF APARTMENT OWNERS <br /> REGARDING SERVICES BY <br /> THORNE ABBOTT OF <br /> CARDINO TEC, HONOLULU <br /> To whom it may concern: <br /> In the month of January 2011 Makani Sands Condominium on the island of Maui suffered severe <br /> wave damage to its sea wall which required the entire structure to be reinforced to prevent <br /> complete loss. An emergency permit was issued by the county of Maui so that work could begin <br /> on obtaining plans, contractors and design engineers. The permit process is a very complicated <br /> procedure and we, the board of Makani Sands, were advised to consider getting the assistance of <br /> Thorne Abbott to guide us through all of the information gathering and presentations to the <br /> County of Maui and federal inspectors. <br /> Firstly,the records on the construction of Makani Sands were not found among those held in our <br /> files, Then there were no drawings of the seawall showing its precise location relative to the <br /> building. Finally we had no records of work performed as maintenance since the initial wall was <br /> constructed. <br /> Thorne began the search through all archival county records, state, and private information <br /> including pictures taken by owners and guests from which he could verify that the seawall had <br /> been constructed on private land. It was a long and difficult task requiring several trips from <br /> Honolulu for.consultation with the appropriate offices to get all of this information and then <br /> prepare it for submittal in the format required. Thorne was knowledgeable of who represented <br /> each portion of the permit process so as the information was found, he could verify that it met <br /> the needs of each office. This project also involved him observing the construction work and <br /> following the contractors work quality which was being done under the supervision of the <br /> designer who had prepared the work plans. This kept him able to verify with each county and <br /> state officer that all work was being done within the boundary of the existing wall and that no <br /> contamination of the ocean was occurring. Thorne constantly maintained contact with us during <br /> the entire permitting process which took about one year to be completed. He provided us with <br /> the total package of records he had accumulated for retention in our files for any future <br /> maintenance that might require a building permit. <br /> I wish, therefore,to present this letter of recommendation for use by CardnoTEC and Thorne <br /> Abbott as verification that their performance in obtaining construction permits and advising <br /> landowners is of the highest quality. Each portion of work was followed with a complete record <br /> of hours required and results thereof. We are completely satisfied with our employment of <br /> Thorne Abbott and CardnoTEC and the results of their work. <br /> James F.
