Relevant Projects <br /> Over the years, PBR HAWAII has been fortunate to have provided our services to federal agencies, <br /> State of Hawaii agencies, county agencies on all islands, and most large land owners and <br /> developers throughout the state. The following projects provide an example of our diverse <br /> planning experience. <br /> South Kauai Community Plan, Kauai <br /> PBR HAWAII worked closely with the County of Kauai Planning Department to update the South <br /> Kauai Community Plan (SKCP), which had not been updated since its enactment in 1978. The <br /> SKCP is the County's guiding document for the long-range growth and development of the <br /> southern sector of the island. Adopted by the County Council and signed into law by the Mayor in <br /> July 2015, it won two American Planning Association Hawaii Chapter Awards later that year for <br /> Outstanding Planning and Best Practice. <br /> Guided by extensive community outreach and a Mayor-appointed Citizen Advisory Committee, <br /> PBR HAWAII developed the plan to integrate projected population growth for the district with <br /> land use recommendations and a multimodal transportation network which prioritizes <br /> pedestrian, bicycle, and transit use to preserve South Kaua`i's rural two-lane roadways and <br /> lifestyle. Community surveys, workshops, charrettes, social media campaigns, a project website, <br /> and walk audits were used to inform alternative solutions for South Kauai's historic towns. <br /> The SKCP also includes an innovative form-based code developed in partnership with Opticos <br /> Design, Inc. It is applied only in key town core locations and is calibrated to the existing <br /> communities to encourage future development that is in tune with its surroundings and best <br /> fulfills the community's vision for future growth. The SKCP: 1) identifies cultural, natural, and <br /> historic resources for protection; and 2) includes plans for climate change and natural and coastal <br /> hazards, social and economic change, infrastructure requirements, and parks and recreational <br /> needs. The SKCP concludes with a chapter on implementation and monitoring and an action plan <br /> for County agencies. Indicators are identified to help monitor the effectiveness of plan <br /> implementation over time.
