BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />To meet the requirements of a Consent <br />Decree and the DOT Highways' NPDES <br />Municipal Separate Storm Sewer System <br />(MS4) permit, Oceanit was tasked with <br />ensuring permit compliance with illicit <br />connection/illegal discharge (IC/ID) <br />elimination, industrial and commercial <br />inspections (ICI), and waste load <br />allocations (WLAs). <br />By employing a mobile data system <br />developed by Oceanit's in-house <br />information insights division, Oceanit <br />completed the IC/ID inspections and <br />reports required by the Consent Decree 5 <br />months ahead of schedule. All ICI <br />inspections and reports were also <br />completed ahead of the strict deadlines <br />set by the Highways' NPDES MS4 permit. <br />Oceanit helped DOT meet the requirements of a Consent Decree by preparing stormwater sampling and monitoring <br />plans, collecting stormwater samples and testing and analyzing for key parameters during the course of the project. <br />Annual WLA data reports were used to identify locations and types of potential permanent best management practices <br />(BMPs) along State Highways right-of-ways and to quantify the Highways' contribution to the waste load entering <br />environmentally impaired streams on Oahu. Oceanit's efforts on the WLA program complied with the requirements of the <br />DOT Highways' NPDES MS4 permit. In 2008, the EPA auditor gave an excellent review of the programs for which <br />Oceanit was responsible. <br />The approximate project cost was $3.1 million. <br />25.
