Kaalaiki Road that travels from Naalehu all the way to Pahala; and it€s hard to see it but it <br />travels right here. The area of the location that we€re looking at is identified in red. <br />The Applicant in this case, Pacific Quest, is recommending a Special Permit to allow the <br />establishment of a Special Treatment Facility for Youth on 7.8 acres of land in the State <br />Land Use Agricultural District. This area is, the site plan submitted by the Applicant <br />shows a little bit closer what we€re looking at as far as the property goes. On the, just for <br />clarification, this road going through their property is identified as Kaalaiki Road, <br />although on other maps, especially the tax map key, it shows the road as traveling on the <br />property line. So there are some issues with the road we€ll be looking at. <br />The proposed facility is identified as being in this area on the property and then these <br />areas here identified in the black-shaded areas are mainly set aside for farming for the <br />property. <br />The proposed facility, identified here, again, on the floor plan, is going to be made up of <br />a10-bedroomfacilitywithfouroffices,akitchen,classroomandalargemulti-purpose <br />room. <br />The facility will accommodate a maximum of 16 students ranging from the ages of 14 to <br />17; and the Applicant has mentioned in their application that a typical profile of a student <br />may involve students with learning disabilities, adoption issues, low self-esteem and <br />involvement with negative peer groups. They€ve indicated that they are going to be <br />seeking a license from the Department of Health to operate a Special Treatment Facility. <br />Just today, we had received a letter of opposition from Jeff Silva that has been passed out <br />to the Commissioners. And the Planning Director is recommending approval of this <br />request. Are there any questions? <br />GALDONES:Commissioners? Commissioner Graham? <br />GRAHAM:Jeff, I just wondered if you had a chance to drive that road from <br />Naalehu out so you can let us know what the road is like in the flesh kind of? <br />DARROW:I was able to pass around a couple of photographs. The road is <br />actually paved and I believe it was paved recently as a result of the, that 2000 storm <br />where it washed out the bridges. So they used that as kind of a bypass road, but it <br />appears to be paved at this time. I believe prior to that it was sort of a rough road but -. <br />GRAHAM:It€s paved from Naalehu to the facility? <br />DARROW:Correct.
